This position is located in Oregon/Washington; Burns District Office, with duty location in Hines, OR. BLM may use certain incentives, currently offered by the Federal government, to attract high quality applicants. This position is concurrently open to all U.S. Citizens under Announcement Number OR-24-DE-12295167-EKS.

Duties

The incumbent is responsible for overall program direction, execution, and review of all activities within the Burns District. Interprets Department of Interior (DOI) and BLM policy, directives as they affect District Office planning, and programs. Makes final District planning and programming decisions and resolution of both long-range and day-to-day planning and program conflicts arising from field offices. Responsible for development and implementation of the Burns District's vision/strategy which integrates key national and state program goals, priorities, values and political, economic, social, technological and administrative factors. Responsible for applying the policies and programs of the Department of the Interior and Bureau of Land Management in administering the multiple-use programs on the public lands which includes stressing results by formulating strategic program plans that assess policy/program feasibility and include realistic short- and long-term goals and objectives. Serves as an advisor to the State Director concerning implementation of policies and programs across the state which involves providing feedback to the state Director as issues arise which potentially have Statewide policy implications and providing the State Director with appropriate action alternatives and recommendations. Responsible for setting short- and long-term direction and priorities for accomplishment of work within the Burns District. Through the District Leadership Team and subordinate supervisors plan, organize, and coordinate activities relevant to the accomplishment of assigned functional responsibilities.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing three or more of the following: (1) managing areas of strategic and workplace planning, budget formulation, and/or quality improvement initiatives; (2) reviewing, evaluating, and/or resolving problems relating to the implementation of long-term plans for land management programs or projects; (3) applying the concepts, principles, or practices of multiple-use land management in directing the use of public lands; (4) communicating orally and in writing to convey multi-faceted information and data analyses in a variety of formats (e.g., presentations and briefings). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
