The position is located in the Department of Justice (DOJ), Justice Management Division (JMD), Human Resources, Employee Assistance Program (EAP). The incumbent provides program oversite, supervision, and counseling services to Department employees; supports the EAP and Wellness programs through the preparation of trainings, management consultations, and program administration; and performs special studies.

The duties and responsibilities for an Employee Assistance Program (EAP) Manager generally include, but are not limited to, the following: Provide centralized assistance and technical expertise by offering consolidated services in developing, implementing, administering, promoting, and evaluating Employee Assistance and Wellness Programs. Plans, develops, and implements a model Department-wide EAP, formulating Department orders and other directives, providing bureau coordinators with coordinative leadership, and facilitating the establishment of professional EAPs. Conducts training sessions covering personnel and work-related topics. Identifies and proposes solutions to management problems that are of major importance to planning program direction. Providing advice and counsel to all levels of management with respect to a wide variety of employee problems.

Requirements

Qualifications

To qualify for the position of Employee Assistance Program Manager at (GS-0101-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Basic Requirements: Bachelor's degree or higher that included at least 24 semester hours of course work in a major field of study or specific course requirements in the behavioral or social sciences, or a degree in a related discipline appropriate to the position. (NOTE: You must provide a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience that included at least 24 semester hours of course work in the behavioral or social sciences that provided the applicant with knowledge of the behavioral or social sciences equivalent to a major in the field. (NOTE: You must provide a copy of your transcripts) OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below: Specialized experience: I have at least one full-time year of specialized experience equivalent to at least the GS-14 grade level or equivalent pay band in the Federal service that includes two of the following requirements: 1) Directs complex duties in behavioral, social science and/or public health practices, principles and theories relating to the mental health and well-being of Federal employees and their families; 2) Develops and implements agency-wide policies, trainings, management consultations, and program administration; 3) Provides advice and counsel to all levels of management in regards to a variety of employee issues/concerns; 4) Conducts evaluations and develop assignments to assess individual and/or family needs to provide work/life services or; 5) Implements, maintains, and provides work/life services that meet individual and/or family needs.
