The incumbent exercises administrative and technical supervision in the following: investigating and negotiating voluntary settlements in assigned cases which have been filed in a field office under the provisions of the National Labor Relations Act and recommending institution of formal action in cases with merit where settlements have not been secured; providing counsel and opinion on the legal aspect of cases in connection with the administration, interpretation and enforcement of the NLRA.
Duties
As a Supervisory General Attorney (Labor)(Officer-In-Charge), GS-0905-15, your typical work assignments may include:
Litigating injunction cases in the U.S. District Courts; appearing in bankruptcy court, handling ancillary litigation, and serving as Hearing Officers in representation proceedings and hearings under Section 10(k) of the Act.
Providing counsel and opinion on the legal aspect of cases in connection with the administration, interpretation, and enforcement of the NLRA.
Engaging in and/or advising on extensive analysis regarding complex and difficult legal questions based on factual issues and recommending course of action of each case to ensure minimum impact based on law and regulations.
Overseeing staff who investigate and negotiate voluntary settlements in assigned cases which have been filed in a field office under the provisions of the National Labor Relations Act and recommending institution of formal action in cases with merit where settlements have not been secured.
Determining priorities in case-handling to maintain adherence to statutory and regulatory deadlines and to provide the most effective service to the public.
Requirements

- This is a positive education position. Current NLRB attorneys are not required to submit a copy of their transcripts. However, if attorneys are within 3 years from receiving their JD, a transcript must be provided with their application package.
- Active Bar license is required for verification. Bar license must reference Bar number and indicate the status of good standing. A Self-Certification Form is not acceptable verification.
- This is an Excepted Service position.
- A one-year supervisory probationary period may be required.
- This position is not part of the Bargaining Unit.

The ideal candidate for the Supervisory General Attorney (Labor) demonstrates knowledge of the National Labor Relations Act (NLRA) as well as how the Agency investigates and prosecutes unfair labor practice charges and the handling of representation cases. The candidate also demonstrates competence in managing the administration of field office operations or comparable experience, including personnel matters and discussions with represented Agency employees. BASIC REQUIREMENTS
Education
Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B. or J.D.).
Bar Membership/Certification
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the U.S. Constitution. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.
In addition to the BASIC REQUIREMENTS, applicants must also meet the following:
MINIMUM QUALIFICATIONS
To be qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory General-Attorney (Labor) (Officer-In-Charge) at the GS-15 grade level.
Specialized experience includes:
Experience providing expert opinion and counsel on cases determined to have merit under the provision of the NLRA and litigated before a court or administrative judge; and
Experience providing guidance and/or oversees the preparation of cases for trials; and engaging in research and legal analysis of complaints, briefs, evidence and other legal documents of complex and/or unique cases to support response to difficult legal questions and factual issues; and
Experience coordinating, planning and monitoring the legal activities, and caseload of an office to ensure appropriate resources are assigned, priorities are established and overall goals are met.
