You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (BRANCH MANAGER) in the Corporate Operations Department (10), Human Resource Division (101), Labor and Employee Relations Branch (1014) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will advise on execute on Human Resources (HR) programs to include performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance. You will lead HR Specialists-Employee Relations in advising and execution of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution. You will advise on execution of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements. You will advise others on technical issues related to Labor-Employee Relations, the Drug Free Workplace Program (DFWP), Telework, Performance Management, Leave, and Awards and Recognition programs. You will perform as a liaison between the HR Division and other Crane Division organizations to improve teamwork and find solutions to ensure compliance with HR program management within the Department of Defense and business needs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing management advisory and technical services on Human Resources functions and work practices to solve a wide range of issues consistent with Federal HR laws and regulations.
