You will serve as a Deputy Human Resources Director (DHRD) for the Naval Surface Warfare Center (NSWC) Crane Division. You will assist in the development of the Crane Division Human Capital Strategy and the implementation of new strategies.

Duties

You will work in tandem with the Human Resources Director (HRD) to plan and direct the Human Resources (HR) management programs designed to acquire, develop, and shape the workforce to accomplish the missions and tasks of NSWC Crane Division. You will discuss proposed policy changes with Human Resources Office Managers, Department Directors, employee organization, and Command to get their reactions, opinions, and recommendations. You will coordinate with the HRD to make final policy recommendations to the Command. You will speak for the Command when advising management officials on HR matters. You will represent the Commander on HR matters to local employee organizations officials, regional, and national union representative and to officials in private industry. You will provide HR consultative and technical services to Division senior leadership and program managers. You will conceptualize and develop departmental policy and program directives in multiple major HR functions. You will study reports typically containing findings and recommendations of major significance to top management of the agency.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
