As a Senior Instructional Systems Designer, you will conduct and manage the design and development of training and job performance support programs and materials throughout the entire design/development/implementation/evaluation cycle. This position is located in Office of Management, Office of Human Capital, Educational Program Development.

Duties

As a Senior Instructional Designer, you will: Manage complex projects that require end-to-end analysis, design, development, implementation, and continual improvement of performance support systems and instructional products in instructor-led, online, and paper-based formats. Conduct job task and gap analysis to identify customer needs and training requirements. Construct job task models that represent all tasks, sub-tasks, and enabling knowledge and skills required to perform any given job role. Analyze and recommend the appropriate format for training programs and materials that may include instructor-led, distance education and eLearning, and/or performance support. Design (and document) instructional strategies for proposed solutions and includes evaluation strategies that ensure achievement of the performance objectives. For eLearning solutions, develop design documents, content outlines, storyboards, descriptions of visual and interactive components, text and audio narration, media elements and considerations for compliance to Section 508 standards. Prepare content materials to be packaged and delivered in conformance with SCORM and/or AICC requirements using an appropriate authoring tool. Provide project management/workflow expertise that ensures adequate project plans are created and managed to align appropriate resources and meet all time and budget requirements. Provide expertise and hands-on collaboration in the creation of online and paper-based assessment vehicles to measure participant success in achieving learning goals and objectives. Create and manage assessments and evaluations. Apply assessments and evaluations to continually improve instructional programs and materials. Conduct usability studies as needed to support ongoing development and improvement of OCC products. Conceptualize, develop, implement, and manage creative solutions to performance problems at a national level in response to requests from managers. Prepare project reports and evaluates outcomes for senior management. Model OCC standards and norms for collaboration and teamwork through individual efforts, as well as unit, team, or functional activities. Consult and collaborate on the definition of instructional design standards, models, and processes. Participate in the implementation and ongoing review and revision of policies, standards, documentation and processes to ensure OCC training and performance support products meet minimum standards of excellence and consistency in terms of instructional design integrity.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement: Basic Requirements for the Instructional Systems Series 1750: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. In addition to the Basic Requirements listed above, the following specialized experience is required: Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V level to qualify for the band level NB-VI. Examples of specialized experience for the NB-VI position includes: Designing and developing training materials; AND Reviewing job tasks and gap analysis to identify customer needs and training requirements. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
