This position is located in Corporate University of the Federal Deposit Insurance Corporation and leads a team of designers responsible for the assessment and analysis, design, development, implementation, and evaluation of Corporate University’s training programs.

Duties
Designs training strategies including curriculum redesign, classroom-based training and courses, technology-based instruction, print-based and electronic job aids, print-based or electronic manuals, structured on-the-job programs, and performance support products and materials to close gaps between current and desired performance.
Analyzes tasks, job and target audience requirements.
Articulates and communicates to the team the assignments, projects, milestones, and/or program issues under review, and establishes deadlines and time frames for completion.
Provides direction for a design team, approves team project plans, establishes priorities for the team, manages the day-to-day work of designers, and reviews and provides feedback on products.
Provides leadership to the team in exploring alternatives and determines what improvements can be made (e.g., work methods, processes, practices).
Recommends ways to enhance efficiency and quality through innovations and improvements in the way the team’s work is done.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. BASIC REQUIREMENT:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have completed at least one year of specialized experience equivalent to at least the 13-grade level or above in the Federal service. Specialized experience is defined as experience 1) designing and developing training courses or programs; 2) managing training development projects; and 3) providing consultative services in instructional training technologies.
