The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Civil Rights (OCR) ensures that recipients of federal financial assistance from DOJ are acting in accordance with federal laws prohibiting discrimination in employment and delivery of services. This position supports attorneys and other legal staff in maintaining and addressing OCR's complaints, compliance reviews and technical assistance work.

Duties

Compliance and Enforcement Activity Support and Administration Review, process and prepare documents covering diverse and complex legal issues or problems, such as carrying out case development and documentation activities as a case progresses through the office's review process. Communicate with complainants and/or recipient staff regarding ongoing compliance activities, including investigations. Support attorney staff during telephonic and video interviews of complainants, recipient staff or other witnesses, including through detailed note-taking and formal documentation of interview responses. Travel with attorney staff as necessary for on-site compliance activities and supports attorney staff. Organize claims processing data into reports for review by OCR staff. Serve as point of coordination for legal correspondence and communication between OCR and state administering agencies on compliance with the methods of administration (MOA) requirement of the DOJ's regulations implementing Title VI of the Civil Rights Act of 1963 and other statutes that OCR enforces. Develop, recommend and implement policies and procedures relevant to the legal review of compliance materials, including complaints from the public and submissions from recipients of federal funding. Legal Evaluation and Recommendations Examine and evaluate incoming correspondence, complaints and other written reports to determine the legal issues involved. Review and analyze incoming correspondence and data from recipients of federal funding, including documents relating to state administering agencies' methods of administering subawards of federal funds. Respond to anticipated and unanticipated changes in judicial and/or administrative law, policy and program direction. Legal and Other Research Perform legal research and analysis of assigned areas, such as research into federal, state and local laws, regulations and cases relating to civil rights. Work with attorneys and senior staff to develop information necessary for the office's investigative work and participates in special projects dealing with legal issues which are novel or involve implementation of new laws, regulations or agency interpretations. Conduct funding research using internal and external databases to determine whether particular entities are receiving DOJ financial assistance. Conduct preliminary analysis of the legal sufficiency of information contained in compliance submissions from recipients of federal funding. Assist in managing the acquisition, cataloging, distribution and dissemination of knowledge management items relevant to all of OCR's work.

Qualifications

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Performing extensive legal research using LEXIS, PACER and e-CFR into legislative history, precedent cases, decisions and opinions that are applicable to particular cases. Examining and evaluating incoming correspondence, complaints and other written reports to determine the legal issues involved and recommending routing or disposition to attorneys, or in more routine cases resolving matters on own discretion. Reviewing, processing and preparing documents covering diverse and complex legal issues or problems, such as carrying out case development and documentation activities as a case progresses through the review process. Preparing legal documents, memoranda, checklists and reports recommending disposition of correspondence. Technical Qualifications: Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications: Ability to act as a technical authority on the full range of legal support/legal administrative matters. Independent research analysis of federal, state and local laws, regulations and cases relating to civil rights. Oral Communication. Written Communication. Ability to organize work.
