This position is located in the Office of the Secretary (OS), Federal Maritime Commission (FMC). The OS serves as the focal point for all matters submitted to and emanating from the Commission. The OS has primary responsibility for the dissemination of information involving delegated FMC responsibilities, procedures, and actions.

Duties

Ideal Candidate: The ideal candidate possesses strong legal writing skills and the ability to research, analyze, and problem-solve legal case processing issues effectively. Additionally, they should possess demonstrated Excel and Adobe Acrobat proficiency, and strong customer service skills to support a wide range of legal assistance, information processing, and administrative support for adjudicative proceedings and agency docket. As a Paralegal Specialist, you will: Conduct legal research, select relevant evidence, coordinate activities with inter-agency and intra-agency staff, and prepare signature-ready follow-up correspondence, recommendation, and legal documents for docketed proceeding and for filings required by relevant law, including the Congressional Review Act (CRA), Congressionally Mandated Reports Act, Government in the Sunshine Act, and the Freedom of Information Act (FOIA). Accurately process and track document filings, including maintaining the official record and related files, and timely serving copies of complaints and notices on appropriate parties via e-mail, certified U.S. mail, or courier service. Review the form and substance of documents filed in formal, informal, and special dockets, including initial complaints and non-attorney admission to practice, for sufficiency and compliance with statutory requirements and the Commission's Rules of Practices and Procedure. Serve as a point of contact for internal and external communications, including answering routine and complex questions concerning Commission activities, operations, and docketed proceedings. Keep abreast, and apply understanding, of laws, regulations, software, and technology.

Qualifications

You must meet the following requirements by the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes: Drafting signature-ready legal documents and correspondence such as legal notices including docketed proceedings, notices, and orders; Researching and analyzing Federal legislation, regulations, case law, and internal policy to determine how to correctly process document filings; Circulating and processing documents associated with docketed proceedings; and Utilizing programs (such as Excel) or systems to docket case filings, track and maintain docketed proceedings deliverables, and/or maintain official record and files of all docketed proceedings. OR A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related (e.g. law). OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level) as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
