The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Department of the Air Force Survey Office Branch.

Duties

Plans, organizes, and directs the activities of the Air Force Survey Office, ensuring that survey research projects and activities complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Air Force Survey Office with a variety of installation and functional area organizations. Supplies expert guidance, information, data, professional opinions, and decisions to relevant to Air Force Survey Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS 0180 series + IOR (Individual Occupational Requirement). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. Note: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge and understanding of missions, policies, and objectives of organizations, personnel programs, processes, policies, and force management principles (e.g., selection, classification, utilization, sustainment, attrition/retention, testing programs) and contract rules and procedures (e.g., development of contract vehicles, technical evaluation, quality assurance). Knowledge of safety and security regulations, practices, and procedures. Professional knowledge of rigorous scientific research and investigation methods and skills in the areas of program evaluation, experimental design, descriptive and inferential statistics and data analysis, tests of significance, and psychometric principles (e.g., validity, reliability, legal standards, adverse impact) and ability to apply complex scientific methods to personnel problems and needs to optimize organizational objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in the field of psychology with specialization in personnel research and survey research methodology. Must be knowledgeable about research theories, psychometric principles, and techniques and be able to select and apply a broad range of methods appropriate for the identification and/or comparison of Air Force data, to include interpreting and extracting pertinent information for ·presentations and/or publications. This includes questionnaire and research study design, sampling theory (probability and nonprobability), and inferential statistics. Must have exceptional communication and people skills with the ability to articulate research findings in presentations and in training situations. A high level of technical judgment is required to make optimum use of resources, assets, and information. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of survey research methodology and trends in personnel management, sampling techniques, statistics, and survey design. 4. Skill in technical leadership and supervision as evidenced by directing activities of individuals or others as team leader. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
