GS-11 The primary purpose of this position is: To serve in a developmental (limited) capacity as a Psychologist. GS-12 The primary purpose of this position is: To serve as a Psychologist supporting Air Force personnel testing and research including all operational programs and policies to select and classify Air Force personnel.

Duties

GS-11: The incumbent of this position performs any or all of the duties in a developmental (limited) capacity. At this level, the employee primarily receives on-the-job training in the performance of assigned duties and responsibilities. The position functions as a Personnel Psychologist, GS-0180-11, and has known promotion potential to the position of Personnel Psychologist, GS-0180-012. The grade of this position will be advanced based on the employee's qualifications, level of performance, and meeting all regulatory requirements. GS-12: Conducts applied research with Air Force-wide scope and responsibility. Consults and interacts with Air Staff management policy offices and Project Air Force (Rand) to develop program improvement recommendations for leadership. Performs large scale analysis on Air Force and contractor developed data bases and applies recognized I/O psychology principles; research design, statistical analysis, validation, bias, adverse impact, Uniform Guidelines, testing standards, etc. Provides technical expertise on operational Air Force selection, classification and utilization processes, procurement, promotion, and proficiency testing, ensuring program meets psychometric and legal standards.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Psychology Series 0180 +IOR. GS-11 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: DEGREE: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 SPECIALIZED EXPERIENCED: I have a major or equivalent in psychology and I have one year of specialized experience as defined in the job opportunity announcement equivalent to the GS-09 grade level in the Federal service which includes broad knowledge of the field of psychology, with special emphasis in the subdisciplines of research design, psychological measurement (psychometrics), and statistics, or extensive work experience involving the above activities. Knowledge of computer applications in test development, analysis and administration. Knowledge of experimental design and applied research methodology as evidenced by academic training in subject area or extensive involvement in planning and design of research projects. Note: You must submit a copy of official transcripts. OR EDUCATION: I meet the basic education requirements for the GS-0180-11 and I have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or PhD or equivalent doctoral degree. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position when combined must equal 100%. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11 / GS-12: 1. Knowledge of the field of psychology, with special emphasis in the subdisciplines of research design psychological measurement (psychometrics), and statistics, or extensive work experience involving the above activities. 2. Knowledge of computer applications in test development, analysis and administration. 3. Knowledge of experimental design and applied research methodology as evidenced by academic training in subject area or extensive involvement in planning and design of research projects. 4. Skills in research management as evidenced by participation or involvement in planning and projecting required resources for research projects. 5. Skills in written and oral communication; ability to write or edit comprehensive reports and papers for presentation or publication, and the ability to extend these skills to a professional or lay audience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
