This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve in the Resource Management Directorate, Yuma Proving Ground.
Duties
Advise on the status and availability of funds by budget accounts as needed For both timekeeping (labor) and travel (non-labor).
Resolve budgeting problems through coordination with others and personal intervention or execution pertaining to area of responsibility,which
involves interpretation of policy.
Serve as Defense Civilian Payroll System (DCPS) and Automated Time and Attendance System (ATAAPS) Customer Service Representative
(CSR)in direct support of the defense payroll system.
Serve as payroll liaison between CPAC, US Army Installation Management Command (IMCOM), the Defense Finance Accounting Service
(DFAS)consolidated payroll office, and civilian pay managers.
Review, verifies and process a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll
deposits,leave, taxes, benefits other deductions and master payroll record information.
Investigate and resolve payroll issues leave issues.
Identify problems, analyzes, evaluates, and determines types of corrective/improvement actions needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain an Financial Management Level II certification within 2 years of employment.
- Must be able to obtain and maintain a Secret security clearance.

Specialized Experience GS-11: One year of specialized experience which includes includes preparing and reviewing budget or financial reports through automated systems- and providing procedural and regulatory guidance concerning expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
