WHAT IS THE TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education, Media and Publications, Publishing, E-Forms Technology
The following are the duties of this position at the full working level.
Performs a full range of management support, educational and administrative activities and projects relating to publishing concerns in support of the goals, management and personnel of the division. These activities include evaluating operations and implementing recommendations, as well as conducting briefings and preparing reports to keep management apprised of progress and findings.
Initiates, develops, and assumes a leadership role in the formulation of organization policies, development of program plans, and the issuance of directives and instructions to improve the overall effectiveness of the management and operation of Publishing. Meets with management and other personnel to contribute to the definition of goals and objectives. Analyzes technical, operational and administrative issues including guiding and coordinating planning and the development and implementation of approved corrective measures.
Meets customer needs through developing understandable notices, directives and instructions to improve effective management operations of Publishing; produces external and internal forms and publications which facilitate tax administration and ease of compliance by taxpayers; and supplies media and publishing services to management and employees.
Provides administrative and technical advice on overall management of programs and internal operations. Analyzes and reviews proposals affecting Publishing operations and provides management considerations and recommend actions as well as alternatives.
Plans, coordinates and establishes operating methods and procedures for accomplishment of Publishing mission as needed. Directs the development and accomplishment of employee training, providing expert assistance on educational resources and options to promote employee development and other specific educational programs.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience with Adobe Experience Manager (AEM) Forms Designer for the adaptive forms design process to develop, design, and implement forms modernization including contract management; Experience creating digital and adaptive forms using AEM Forms Designer and JavaScripting ; Experience developing accessible, dynamic, interactive forms and xdp form templates; Experience with interactive 2D barcodes when used in data collection; Experience using Policies and performed work on projects related to Information and Publishing system; Experience in electronic publishing; Experience analyzing and evaluating measures from metrics, finance, and published material data for customers or stakeholders; Experience with project management and interpreting personnel policies in order to apply them; Experience with oral and written communication to present plans and proposals and to prepare comprehensive reports for upper management or executives; Experience negotiating and resolving conflict.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
