Duties

You will serve as the Branch Head, Civil and Administrative Law Branch for the Staff Judge Advocate (SJA) to the Commandant of the Marine Corps (CMC) regarding all civil and administrative law issues in the Marine Corps. You will serve as the principal legal advisor on all Pentagon administrative law issues, including legal review of congressional legislation, DoD directives, Navy instructions and regulations, and Marine Corps Orders and Administrative Messages. You will serve as the principal legal advisor on release of government information under the Freedom of Information Act and the Privacy Act. You will provide Marine Corps-wide oversight for the Marine Corps Ethics Program, including the electronic financial disclosure report programs, annual ethics training, quarterly and annual reports, inspections, and OGE program reviews. You will be a designated ethics official in accordance with the DoD Joint Ethics Regulation (JER). You will furnish oral and written ethics advice directly to Marine Corps military and civilian personnel. You will serve as principal legal advisor to the SJA to CMC as Marine Corps Rules Counsel as he provides professional supervision and/or discipline to all Marine Corps judge advocates and civilian attorneys under his cognizance. You will serve as the principal adviser to the SJA to CMC in the exercise of his or her duties as the Deputy Designated Agency Ethics Official (DAEO) for the Marine Corps. You will serve as the principal legal advisor on Marine Corps litigation. You will serve as the principal legal advisor on Marine Corps litigation, including developing strategic/ tactical positions, coordinating support to DOJ, DOD, and DON, and recommending terms/ conditions for settlement of cases to SJA to CMC.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing legal advice and services in the firelds of civil and administrative law, government ethics, federal litigation, professional responsibility, military justice, and general military law.
