About the Position: Position may be filled as a Term Appointment not to exceed 13 months. Term appointments may be extended up to a maximum of six years, up to eight years. With DoD approval, term appointments may be extended beyond eight years. Position may be made permanent without further competition.

Duties

Serves as an explosives safety subject matter expert (SME) for the implementation of a comprehensive explosives safety program for all activities within 1st TSC. Develops explosive safety policies for the Command and continuously monitors the program to determine compliance with established policies and regulations. Evaluates the technical aspects of the overall explosives safety program for 1st TSC to determine compliance with safety standards promulgated under host nation laws, DoD, Dept. of the Army (DA), USARCENT/CFLCC and 1st TSC. Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Maintains close coordination with USARCENT/CFLCC staff and makes frequent contact with subordinate units on safety issues. Participates in command training, exercises, and maneuver operations to evaluate efficacy of risk management procedures; and provides guidance and assistance as necessary to influence safe behavior during such operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Secret security clearance required.
  • 50% TDY required.
  • Drug testing required.
  • Pre-employment and pre-deployment physical required.
  • This position is Emergency Essential: Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.
  • Incumbent must possess or be able to obtain and maintain a valid state driver's license to operate vehicles.
  • Incumbent must possess or be able to obtain and maintain a valid U.S. Government Motor Vehicle Operator’s Identification Card within 30 days of appointment to the position.
  • Work requires irregular duty hours and shift work including nights, weekends, and holidays, or being in an on-call status commensurate with mission requirements.
  • Incumbent is exposed (on a regular and recurring basis) to machines and equipment in operation; hazardous materials including compressed gases and flammable liquids; and construction hazards.
  • Incumbent must frequently work outdoors in extreme temperatures and be exposed to elements associated with combat and contingency operations in OCONUS locations. Protective chemical gear such as clothing, masks, and equipment is required.
  • Incumbent must possess or be able to obtain and maintain standard Army safety program certification and be safety and occupational health career program (CP-12) certified within six months of appointment.
  • Incumbent must possess or be able to obtain and maintain standard CP-12 Explosives Safety Certification Level II with significant roles or responsibilities in explosives safety.
  • Incumbent is required to wear the military ACU uniform and TA50 gear when deployed or working under field conditions.
  • One-year term trial period required.
  • Position may be filled as a time-limited promotion, reassignment, or change to lower grade not to exceed 13 months by a current permanent Army employee.

For this job, no substitution of experience is allowed.
