You will serve as a General Business Acquisition Specialist in the Chief of Naval Air Training Command (CNATRA). SALARY GS-07: $49,268 - $64,050 GS-09: $60,264 - $78,342

Duties

You will track, reconcile, research and approve payments made on assigned contracts. You will review Contract Funds Status Reports and provide feedback to procurement analyst for Program budget adjustments. You will independently research and respond to all FIAR audit tasks within specified time frame. You will serve as Local Processing officer and certify invoices as appropriate with assigned contacts. You will collect, consolidate, review, and analyze a variety of recurring and non-recurring reports related to various aspects of procurement management, quality assurance and cost price analysis. You will provide recommendations to senior analysts and leadership for process and forecast changes in the quality, cost price and procurement areas. You will analyze system outputs to evaluate data flow, reporting integrity and contract compliance. You will conduct studies and projects related to procurement performance/technical/management areas. You will identify potential problems, recommend alternatives for resolution, create recommendation briefings and present to senior analysts and leadership. You will conduct risk analysis of new or current systems or processes to identify problems and recommend solutions. You will ensure contract documents are complete and prepared in accordance with procurement regulations

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For the GS-09 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector utilizing procurement regulations, procedures, and policies to research, reconcile, and review contract funds for contracting programs. For the GS-07 Grade Level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector utilizing basic principles, concepts, and practices of business and analysis procedures to assist with the creation, review, and analysis of contracts and reports for contracting programs. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
