These positions are located in the U.S. Department of Veteran Affairs (VA), Office of Acquisitions, Logistics, and Construction (OALC), Office of Procurement, Acquisition, and Logistics (OPAL), Program Advisory Support Service (PASS). The Program Advisory Support Service (PASS) Office is responsible for programmatic oversight of VA program management, to include the development of a Program Management Council, a central repository for program management specific data.
Duties
First area of consideration is Washington DC- second area of consideration is remote. All Washington DC candidates will be evaluated prior to considering remote candidates. Remote candidates will be evaluated in batches of 50 applicants in the order they applied.

Duty Location: These vacancies can be filled in either Washington, DC (at a VA owned or leased space) OR at a remote location within a 50 mile radius of a VA facility ( for badge, equipment, and/or IT support).

Physical Demands: The work is primarily sedentary.
Promotion Potential: A selection can be made at any advertised grade. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major Duties:
Provides advice and guidance to members of the Contracting organization for both acquisition and business policies, processes, and procedures. Exercises independent judgment in performance of research, analysis, process improvement, and strategy execution of innovative solutions that offer efficiencies to the acquisition and business management process.
Prepares complex reports containing clearly defined findings and recommends practical methods of improvement. Determines and recommends substantive changes to policy and/or procedures based upon research evaluations of business management, financial and other related data and/or trends.
Develops solutions to problems when there are uncertainties involving desired outcomes, legislation, authorities and scope of the action resulting from Congressional and GAO interest. Helps contracting officer and managers regarding specific situations or problems and upon receipt of changed procedures imposed by new legislation, regulations, and sound business practices.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position, you must have served 52 weeks at the GS-11.
For a GS-13 position, you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience:
GS-12: You must have one year specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Identifying, analyzing, developing and/or enhancing business operational processes, procedures and practices that improve the acquisition process;
Planning, developing, and establishing acquisition procedures and business processes for a contracting organization;
Compiling acquisition and financial data used in strategic decisions.
GS-13: You must have one year specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Advising technical specialists, management and contracting officers on matters pertaining to contracting and business management policies and procedures and offers innovative solutions that improve organizational efficiency;
Utilizing acquisition and financial systems to monitor obligations, payments, and/or acquisition programs;
Performing highly complex studies of acquisition and business systems to support contract writing, planning and forecasting, business intelligence, data aggregation, and related reporting systems;
Utilizing program management and contractual procedures to analyze the effectiveness of the contract planning and executing process
