The primary purpose of this position is to To serve as an Operations Specialist, J33 Current Operations Division. This position is a crucial deployable position. The Operations Specialist briefs the Commander and Joint Task Force Civil Support (JTF-CS) staff on the current operational situation.

Duties

The position serves as the Operations Specialist in the Joint Task Force Civil Support (JTF-CS) J3 Directorate and performs duties as an action officer conducting analysis on JTF-CS, Higher Headquarters, adjacent organizations and subordinate units current operations. Under the direction of the Current Operations Division Chief, the incumbent is responsible for preparing, coordinating, authenticating, publishing, and distributing command Operational Plans (OPLAN), Operational Orders (OPORD), Fragmentary Orders (FRAGORDS), and Warning Orders (WARNORDS). Conducts working groups to identify current events for documentation on the JTF's command calendar. Collects, coordinates, updates and disseminates current information on JTF issues and special events. Incumbent develops coordinates, and implements necessary actions, regulations, and policies for the division.

  • A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.

  • or overseas, that are NOT considered “combat” locations.
  • Employee must meet the medical and suitability requirements and sign DD Form 2365 as a condition of employment.

Qualifications

CONDITIONS OF EMPOLYMENT CONTINED: 7. Certification of medical readiness is required for pre-employment and annually as a condition of employment. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. Any condition that would cause the employee to be a hazard to him/her or others is disqualifying. The incumbent must immediately report any significant changes in health status and/or medication requirements to their supervisor. The theater commander may specify theater unique medical/physical TDY criteria for supportive operations outside of the immediate area affected by disaster. 8. Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, Nuclear, or High Explosive (CBRNE) contaminated environment are required IAW NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment. 9. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 10. Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Incumbent may be required to obtain official passport. 11. Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. 12. Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four hour recall. 13. As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment. 14. Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE issued by the organization. Grooming standards may be required in order for protective equipment to be effective when deployed. 15. Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Emergency Management Series, 0089. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements; research and determine procedures for collection, analysis, and evaluation of data pertinent to emergency management plans during major disasters or emergencies; emergency evaluation, destruction, and casualty reporting; personnel alerting systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military strategic and tactical concepts, principles and processes in all domains (Air, Land and Maritime) as they apply to Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA) missions. This includes DoD's Chemical, Biological, Radiological, Nuclear (CBRN) Enterprise. Skill in quality control of products for completeness and conformance with established command standards and policies. Ability to interpret requirements, produce products, and oversee dissemination to tasking agencies as required. Ability to analyze, plan, and adjust work operations. Ability to translate supervisor's intent and goals into tangible directives and instructions for message processing, watch stander qualification, and Staff Duty Officer (SDO) qualification. Knowledge of Joint Operations and the construct of Boards, Centers, Cells, and Working Groups referenced in Joint Publication 3-33. Knowledge of the deliberate and adaptive planning process, Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP) and the development of operational orders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
