The primary purpose of this position is to serve as Deputy Chief, Future Operations Division, J35, sharing with the Chief, J35 Future Operations Division, the full scope of responsibility for directing the activities of the Division. In the absence of the Chief, possesses the same authority and prerogatives as Chief, (Cont. below)

Duties

Summary Cont.: excluding UCMJ authority which is vested in Military Officers only. Duties: Works with the Division Chief in planning, organizing, and overseeing the activities of the J35 Future Operations Division. Develops goals and objectives that integrate the division's mission with that of the directorate. Serves as Chief of the JTF's Crisis Action Team (CAT), focusing on CBRN Response Operations. Serves as an operational planning team member as lead with other action officers.

  • This position is designated by the Air Force as Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of (Cont. below)
  • illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position.
  • Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE to be issued by the organization.
  • May be required to work non-traditional duty hours which includes evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.

Qualifications

Conditions of Employment Cont.: Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. As a condition of employment, must be able to don Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe for removal of protective clothing. Grooming standards must be compatible with all required protective equipment. A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. This position has deployment requirements for CBRN response IAW NNCI 44-163 and DODI 6490.07. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination. Certification on Medical readiness is required annually as a condition of employment. The incumbent must immediately report to his supervisor any significant changes in health status and or medication requirements. Vaccinations and medication necessary to deploy to, and operation, a Chemical, Biological, Radiological, and Nuclear (CBRN) contaminated environment are required IAW NNCI 44-163 as a condition of employment. Maintaining a current and medically deployable status is a condition of employment. Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow the possibility of deployment of at least 30 continuous days or more. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) that must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, or the GS-0089, Emergency Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes s comprehensive knowledge of Joint Operations, methodology, regulations, policies, and procedures in order to serve as technical advisor in procedures pertaining to operations, training, maintenance, and modernization; comprehensive and detailed knowledge of contingency, mobilization, and Joint Operations Planning and Execution System and Plans in order to provide advice and assistance to staff on operational matters supported and tasked by the staff and Command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the mission, roles, functions and operations of DoD, USNORTHCOM, and other Federal Agencies, to provide command level staff guidance on the development and operation of command-wide operational functions and activities. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Expresses information effectively taking into account the audience and the nature of the information, makes clear and convincing oral presentations; listens effectively, clarifies information as needed and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience. Knowledge of Chemical, Biological, Radiological and Nuclear (CBRN) hazards and their effect on domestic CBRN Response Operations, and the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, communications equipment and decontamination. Knowledge of the Crisis Action Planning Process and the Joint Operation Planning Process, National Incident Management System (NIMS), the Incident Command System (JCS), and national CBRN response plans. Knowledge of military strategic and tactical concepts, principles and processes in all domains (Air, Land and Maritime) as they apply to Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA) missions. This includes DoD's Chemical, Biological, Radiological, Nuclear (CBRN) Enterprise. Knowledge of the National Response Framework, National Incident Management System (NIMS), the Incident Command System (JCS), state and federal emergency organizations and national CBRN response plans. Knowledge of the Crisis Action Planning Process and the Adaptive Planning Execution (APEX) enterprise. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
