The primary purpose of this position is to serve as a first level supervisor and focal point for all traffic management related issues to include but not limited to personal property shipments, passenger travel, personal property inspector, and contract quality assurance. Duties

Plans, organizes, and directs the activities of Personal Property and Passenger Travel Sections, ensuring that traffic management support complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 377 Logistics Readiness Squadron (LRS) Personal Property and Passenger Travel Office with a variety of installation and functional area organizations. Acts as a technical advisor implementing transportation management plans, programs, policies, procedures, transportation management systems, and techniques incident to the worldwide shipment and storage of household goods and movement of personnel by commercial air, airlift, and land/sea commercial surface transportation. Oversees performance of Travel Management Company (TMC) Contract to provide reservations and ticketing services for commercial air, water, bus, and rail carriers. Oversees Personal Property Transportation Service Providers evaluation and performance.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours.

  • Must be able to obtain and maintain a security clearance.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of travel assignments, personal property movement, personal property entitlements, commercial industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. Knowledge of safety, security, personnel management and Equal Employment Opportunity (EEO) regulations, practices, and procedures. Knowledge of different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning foreign and domestic relocation and/or travel for Department of Defense (DOD) military/civilian personnel and their dependents. Knowledge of contract quality assurance procedures and enforcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit a copy of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of travel assignments, personal property movement, personal property entitlements, commercial industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. Knowledge of safety, security, personnel management and EEO regulations, practices, and procedures. Knowledge of different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning foreign and domestic relocation and/or travel for Department of Defense (DOD) military/civilian personnel and their dependents. Knowledge of contract quality assurance procedures and enforcement. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve problems. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing, as well as work in an appropriate manner with peers and management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
