Duties
As a Lead Traffic Management Specialist at the GS-2130-13 some of your typical work assignments may include:
Ensuring that the organizations strategic plan, mission, vision and values are communicated to the team and Integrated into the teams strategies, goals, objectives, work plans and work products and services
Keeping the team abreast of changes to assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and any new deadlines and time frames for completion
Providing advice on work methods, practices and procedures when deemed necessary
Identifying, distributing and balancing workloads and tasks among employees in accordance with established work flow, skill level and/or occupational specialization and ensures that each employee has an integral role in developing the final team product
Assists the supervisor in determining the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks
Reporting to the supervisor on the status and progress of work and any issues or problems that need to be brought to the supervisor's attention.

- Must be able to obtain and maintain transportation planning and movement execution system certification/access, i.e. JOPES
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Utilizing transportation concepts, principles, regulations, and methods to manage an agency's transportation program that includes non-tactical vehicle fleet, Smartcard and Mass Transit Benefits Program, and/or countering weapons of mass destruction (WMD) transportation requirements that are global in nature.
Solving complex transportation problems arising from specific geographical locations that require high level coordination due to sensitive and classified nature of materials being transported.
Conducting studies of transportation activities and developing courses of action to resolves issues to include different modes of transportation.
Managing domestic/export freight shipment, ammunition and/or other WMD/hazardous materials, considering the relationship of transportation management within other DoD agencies and combatant commands' theater of operation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable education/certification and/or experience to meet the Individual Occupational Requirements for the 2130 series.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
