The position is a Local Quality Review Supervisor located within the Department of VA, VBA, Veteran Readiness and Employment. The incumbent is an integral part of VBA's Quality Review (QR) Program and supervises the QRS Vocational Rehabilitation Counselors on the Local Quality Review Team conducting Individual Quality Reviews and employing various tools to improve the quality and consistency of services of employees within the Veteran Readiness and Employment Division.

Duties

Specific duties include: Assess VR&E case files selected for each VRC for compliance with the United States Code, Code of Federal Regulations, and VA, VBA, and VR&E directives, policies, and guidance for the delivery of Chapter 31 and other benefits delivered by VR&E Identifies trends, best practices, and areas in which individual VRCs need clarification of policy or guidance, as well as training needs. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures. Addresses employee grievances and forwards others to the relevant manager. Ensures all team members are aware of and participate in planning for achievement of team goals and objectives. Ensures the work assignments of employees in the unit/team are completed by established deadlines. Leads the team by identifying, distributing, and balancing workload tasks among employees in accordance with established workflow, skills level and/or occupational specialization. Interviews candidates for positions within the office to include appointment, promotion, reassignment and other personnel actions. Identifies and develops strategies to resolve problems or cope with issues which directly affect the accomplishment of goals and objectives of VBA benefits delivery and initiatives. Maintains program knowledge to answer questions related to statutes, regulations, directives, policies, and procedures governing the provision of VR&E services. Reviews criteria include applicable statutes, codes, regulations, directives, policies, and procedural guidance endorsed by VA, VBA, and/or VR&E Service. Conducts supervisory reviews of work performed by QRT staff and validates the accuracy of their reviews. Analyzes and evaluates accuracy rates of the QA VRCs to determine whether supplemental reviews, focused training, and/or discussion are required to improve the quality and consistency of the QA staff. Recommends corrective action when deficiencies are noted and prepares new procedures and directives to reflect changes in the law or regulations. Coordinates with the Office of Performance Analysis and Integrity, VR&E Service IRT, National QA Team, and other QRTs on the random selection of Veterans' cases. Promotion Potential: None. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/05/2024. 1. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 14 (or higher) and the promotion potential of your current position must be at least GS-14. 2. INDIVIDUAL OCCUPATIONAL REQUIREMENT: To be eligible for this position, you must meet one of the following requirements. If qualifying based on education, your application must include transcripts. Degree: behavioral or social science; or related disciplines appropriate to the position; or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 3. MINIMUM QUALIFICATION REQUIREMENT: In addition to the time-in-grade and individual occupational requirements, you must also meet the following grade-specific qualification requirements: GS-14 Grade Level: Specialized Experience: Applicants must have at least 1 year of post-graduate level professional vocational rehabilitation counseling experience equivalent to the GS-13 level or higher. Specialized experience is defined as post-master's degree, professional vocational rehabilitation counseling work in delivery to adults with disabilities and developing training strategies and materials to address deficiencies and/or conducting training activities. Experience reflects the management of vocational rehabilitation counseling or case management workload involving persons with a wide variety of disability conditions (e.g., mental health, physical, cognitive, visual/auditory, substance abuse). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
