This position is located in the Small Business Administration, Office of Communications and Public Liaison in Washington, DC. Serves as a Public Affairs Specialist on the Press Office staff and will work with OCPL leadership and staff to constantly evaluate communication needs, policies, activities, and materials to promote agency policies and strategic goals while defending the agency's reputation and perceived public value.
Duties
Advise and assist the Press Office Director in the development, administration, coordination and execution of plans, policies, and procedures for carrying out the office's communications program activities.
Advise the Press Office Director on the efficacy of OCPL policies and procedures and determine the most effective course of action during a crisis and/or routine operations.
Responsible for identifying communication requirements, providing advice to the Press Office Director, and coordinating the development of talking points, presentations, and reports for internal and external stakeholders.
Lead, develop and maintain effective and proactive working relationships with agency program offices, department leadership, and field offices.
Coordinate and help implement OCPL communications, policies, and outreach initiatives to the internal agency workforce and external stakeholders.
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- You may be required to serve a one year supervisory probationary period.
- This is/is not a (drug) testing designated position - TDP.
- This is a non-bargaining unit position.
Qualifications
GS-14: One year of specialized experience (equivalent to the GS-13 grade level in the Federal service) obtained in either the private or public sector: assists with the planning and direction of the operations and policies of a press office which includes establishing and maintaining effective relationships with both internal and external stakeholders; advises leadership on time sensitive matters; and develops new methods, strategies, and plans to convey information about agency programs, especially to members of the news media.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
