This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Mid-Continent Regional Office, Administrative Assistance Branch in Alton, IL or location negotiable. Location Negotiable after selection.

Duties

As a Program Manager, at the full performance level (GS-14)the major duties of this position include but are not limited to the following: Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality effectiveness, and timeliness of program accomplishments. Obtain and/or develop models for managing various issues, identify and resolves problems that are barriers to achieving goals. Implementation of program/project management, strategic planning, workforce planning, budget formulation and justification, quality improvement methods and initiatives, financial analysis, measurement and support, programmatic internal controls, analytics, and reporting tools. Salary Information: Alton, IL GS-14: $125,138(Step 1) - $162,681 (Step 10) per annum. *Location Negotiable: GS-14: $122,198 (Step 1) - $158,860 (Step 10) per annum.*This is the base GS salary rate. If the applicant is selected for a remote location, pay will be set according to selectee's geographic area. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. (2) Specialized Experience To qualify for the GS-14 you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Experience in the management, development, application and training of emerging technologies as these relate to coal mining, reclamation of disturbed lands, and/or related environmental programs such as the Surface Mining Control and Reclamation Act and similar regulations and implementing regulations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
