This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Mid-Continent Regional Office, Administrative Assistance Branch in Alton, IL or location negotiable.

Duties
As a Program Manager, at the full performance level (GS-14)the major duties of this position include but are not limited to the following:
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality effectiveness, and timeliness of program accomplishments.
Obtain and/or develop models for managing various issues, identify and resolves problems that are barriers to achieving goals.
Implementation of program/project management, strategic planning, workforce planning, budget formulation and justification, quality improvement methods and initiatives, financial analysis, measurement and support, programmatic internal controls, analytics, and reporting tools.
Salary Information:
Alton, ILGS-14: $125,138(Step 1) - $162,681 (Step 10) per annum.
*Location Negotiable:
GS-14: $122,198 (Step 1) - $158,860 (Step 10) per annum. *This is the base GS salary rate. If the applicant is selected for a remote location, pay will be set according to selectee's geographic area.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Experience in the management, development, and/or implementation of administrative support staff and/or operations to include but not limited to budget operations, property management, fleet management, safety operations, records management and/or other support services.
Experience in utilizing office support technology, software, tools and emerging techniques to efficiently plan, execute, and track performance of a wide-variety of support service functions.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
