These positions are located in the Veterans Transportation Service, Beneficiary Travel Section. The purpose of this position is to provide support for the Veterans Transportation Service Program (VTS) Transportation Service. and will be the general Supervisor of the Beneficiary Travel Staff. The incumbent has the full responsibility for supporting the daily operations of the Beneficiary Travel Section.
Duties
Duties for this position may include but is not limited to:
Analyze, develop, plan, and advise on bene-travel program passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities.
Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers.
Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed.
Prepares appropriate documentation and /or scheduling for traveler according to beneficiary travel program guidelines.
Develops complete procurement packages to include statements of work .
Reviews and updates local policies and Standard Operating Procedures (SOPs) to stay abreast of new, revised or supervised procedures for preparation and processing of correspondence and reports
Work Schedule: Monday to Friday. 8:00a.m. to 4:00pm and 8:30a.m. to 5:00pm. Hours will be discussed during an interview.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: ability to lead, guide, train or supervise others, knowledge of VA rules, regulations and policies, skills in implementing process improvement projects, knowledge of transportation regulations governing entitlements and requirements to advise on procedures, restrictions and allowances and to resolve conflicts/issues, coordinating workload to staff, providing training and managing productivity for staff, and reviewing documentation/processing actions (request for transportation services, beneficiary travel/transportation activities, transportation bills, payment vouchers, etc.,) ensuring correct, complete, and compliance with policies and procedures; etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is performed primarily sedentary in nature; however, there is some walking, standing, bending, carrying light items, and pushing carts.
