You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS) in the CNIC HUMAN RESOURCES OFFICE (HRO) of COMNAVREGSW SDIEGO.
Duties
You will inform hiring managers about pay administration policies (e.g., setting and adjusting pay, implementation of pay schedule adjustments, back pay and settlement of claims).
You will review case documentation (e.g., evidence, records, precedent decisions) to ensure a case file is complete.
You will identify the course of disciplinary action consistent with facts, policy, and contractual requirements.
You will collaborate with management and unions to resolve unfair labor practice charges, grievances, workplace issues.
You will analyze changes in legislation to determine impact on performance management program policies and procedures.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Relations; 2) Assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Developing new or modified HR work methods, approaches or procedures for delivering effective HR services to clients; 4) Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations; 5) Advising management regarding performance management and awards program; and 6) Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals.
