You will serve as the Deputy for Business/Business Director at Naval Undersea Warfare Center, Keyport Division (NAVUNSEAWARCENDIV KEYPORT WA).
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will be responsible for command planning, budgeting and workforce shaping across the technical and business domains.
You will advise the Technical Director and Commanding Officer on the Command’s overall health and alignment to Mission and makes recommendations as necessary to improve these areas.
You will oversee the development and issuance of the NUWCKPT operations budget.
You will be responsible for the Command coordinated Investment Strategy that integrates and aligns all investment portfolios (Command Investment Plans, Overhead Projects, NISE, Training and Academic Development).
You will be responsible for development of NUWCKPT Technical Capability Health Assessment (TCHA) and Business Capability Health Assessment (BCHA) process and products.
You will be responsible for the development, monitoring, and use of Corporate Metrics to improve performance.
You will manage the integration of NUWCKPT investment portfolios and balancing competing priorities across all Departments (technical and business).
You will have oversight of the development of the Division hiring and workforce development plans, TCHA and BCHA cycle planning.
You will manage the development and implementation of business-focused Digital Transformation and Visualization strategies that automate processes as appropriate and support results-driven decision-making.
You will have delegated authority to serve as the command representative for mediations, grievance resolutions, and other personnel matters.
You will have responsible for establishing programmatic policy and guidelines; establishing standards and requirements; financial oversight; establishing and enforcing policies and guidelines for division operations.
You will direct division business initiatives; and providing management and oversight for workload planning, budgeting and workforce shaping.
You will direct strategic and tactical planning for NUWCKPT including manpower, workload, funding, facilities, new initiatives and assess the accomplishment and goals of the organization.
You will have delegated authority for budgeting and resource management, resource allocation, personnel management matters, establishing program objectives and long-range and short-range planning.
You will be responsible for the administrative management functions and operations of the organization.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- Supervisory Pay Differential of up to four (4) percent may be granted.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13 and GS-14 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing strategic planning and oversight of command business functions, including budgeting and workforce shaping. Providing advice and guidance to senior leaders on program, financial, personnel, and organizational issues.
