Duty Location: Boise, Idaho, Grand Coulee, Washington, and Yakima, Washington
This position is concurrently open to all U.S. Citizens under Announcement Number BOR-CPN-24-12476479-DE-OPM.
Duties
The selectee for this position will serve as a Construction Contract Analyst working on a wide range of complex work assignments aligned with general construction contracting and cost/price and resources analysis.
Major Duties include, but are not limited to:
Monitor construction work to ensure quality, safety, and compliance with contractual requirements.
Provide input toward solutions or courses of action required based upon a thorough review of contract specifications, practices, and observations made at project sites.
Review contractor-submitted documents and/or correspondence for accuracy and adequacy.
Prepare and present status briefings to current stakeholders.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience for the GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) assisting the contracting Officer Representative with official correspondence between the government and contractors; (2) Tracking contract close-out process; (3) using database to maintain construction contract data and records; assisting with inspections and assessment of construction site; and/or (4) assisting with assembling technical documentation on construction contract and presenting it the subject matter expert/supervisor.
OR
Education: Successful completion of at least one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.
OR
Successful completion of a Bachelor's degree from an accredited college or university with major study, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.)2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. (Note: A copy of your transcript is required as documented proof of your GPA, class standing, or election to honor society membership. Failure to provide your transcript will result in an ineligible rating).

Combination of Education and Experience: Successful completion of a combination of specialized experience and education as described. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Specialized Experience for the GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) executing a variety of administrative contracting and agreement actions, procedures, and options to support Contracting Officer Representative with preparation of field office correspondence and contract documents; (2) applying construction and data collection methods to recognize data irregularities and report findings to subject matter experts for resolution; (3) assisting with monitoring construction work for compliance with contract requirements and specifications; and/or (4) ensuring contractor-government communication is collected and stored within guidance.
OR
Education: Successful completion of at least a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.
OR
Combination of Education and Experience: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your total months of qualifying specialized experience by 12. Then divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Add the two percentages together. The total percentage must equal at least 100 percent to qualify). (Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education.) (NOTE: You must submit copies of your transcripts).
Specialized Experience for the GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of the following: (1) developing and/or modifying work methods, practices and procedures; (2) providing comprehensive management advisory and technical service on functions and practices; (3) assisting Contracting Officer Representative with implementing and monitoring construction contracts; (4) interpreting and formulating field notes, engineering drawings, geological reports, and other technical resource material to identity or extract data for subject matter experts; and/or (5) monitoring construction related assignment and advise and develop technical solutions on problems identified.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.
Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/12/2024.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
