This position is located in the Office of Patient Care Services, Office of Geriatrics and Extended Care (GEC), State Home Per Diem (SHPD) Program. The SHPD Program manages policies, procedures, and standards applicable to the payment of per diem to State Veteran Homes. This vacancy may be filled in Washington, DC or a location to be determined

Duties

This announcement will close on 08/02/2024; the first 75 applications received will receive first consideration. Major duties include but are not limited to: Serves as subject matter expert and manages all elements of the SHPD Program including financial management of the budget and oversight of all operational, policy, and regulatory activities. Evaluates the effectiveness of policies and plans pertaining to all aspects of the SHPD. Identifies actual or potential problems areas, trends, deficiencies, or areas of imbalance, and takes all the necessary actions to resolve them within area of responsibility. Initiates, develops and recommends policies and practices for payment of per diem to State governments in keeping with established regulations and guidelines for Title 38 CRF, Part 51 Per Diem for Nursing Home, Domiciliary Adult Day Health Care of Veterans in State Homes, and ensures that States and facilities meet eligibility criteria for payments in accordance with Title 38 CFR Parts 17, 51 and 53. Collaborates with the State Home Recognition Program and State Home Construction Grant Program on planning and evaluation, legislative issues, briefings and presentations and ongoing operations. Ensures all requirements, laws, regulations and other applicable procedures have been planned and executed according to scope, schedule and budget measurements of the program for contracted projects. Provides guidance, consultation, and technical assistance to VA Medical Centers and State Homes on program business and administrative functions. Monitors and manages incoming actions and requests from initial receipt to completion and closeout pertaining to the SHPD Program; ensuring that the responses are analyzed for completeness and accuracy against known policies and procedures. Assures that advice, assistance and/or service provided to internal and external customers are consistently professional; provided in a courteous manner, and responsive and timely. Supervising a staff of employees to accomplish the work of the organizational unit. Work Schedule: Monday - Friday 08:00 AM - 04:30pm Telework: Available (applicant is required on site 50% of work schedule per pay period) Remote: This is not a remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of federal acquisition process, program and project management activities and functions. Worked with State Veteran Homes and or Geriatrics and Extended Care. Ability to provide oversight and apply principles of evidence-based practice to development of national guidance, policy and/or practice guidelines for the program as prescribed by the regulatory, legislative and directives that govern the State Home Per Diem Program. Ability to collaborate with a diverse group of internal and external partners representing widely divergent backgrounds, interests and points of view to further program goals and enhance Veteran centered care and safety. Preferred experience: Current Federal Acquisition Certification Program and Project Managers Senior Level (FAC-P/PM III). You will be rated on the following Competencies for this position: Financial Management Systems Thinking Change Management Analytical Thinking Communications Decision Making Leadership Contract Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as presentations, files, mail, supplies and papers. There will be occasional visits to VA field facilities, other government agencies, and private industry offices. Periodic (monthly) travel is also required. Sometimes, the incumbent may have to adjust work hours to accommodate business needs in other time zones.
