The position is located in the Office of the Chief of Protocol, Ceremonials Division (S/CPR/C). The incumbent serves as the Supervisory Protocol Officer (Ceremonials) with responsibility for advising the Assistant Chief of Protocol on strategic planning for long-term objectives, policy-related issues, and on key protocol practices. S/he is responsible for office personnel administration, policy development, resources management, and leading a diverse staff of Civil Service and support staff.
Duties
Oversees S/CPR/C staff performing a variety of duties that guide and assist high-level officials of the U.S. Government (USG) as well as foreign government officials with respect to policies and procedures governing ceremonial activities.
Plans the work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.
Assists with the planning and arranging of important official occasions, including state funerals and the participation of the Diplomatic Corps in activities such as U.S. Inaugurations, Joint Meetings, and Joint Sessions of Congress.
Serves as an expert analyst applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or complex management processes and systems.
Executes the policy plans and procedural guidance in the areas of diplomatic protocol practices and precedence.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising on ceremonial protocol matters such as opening public projects, dedications, exhibitions, funerals etc. in which high ranking officials participate.
Experience planning and executing large ceremonies or other public events using nation and international protocol practices and procedures.
Experience assessing protocol programs effectiveness and making recommendations for improvement.
Experience providing advice and/or guidance on various administrative matters.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
