This position is located in the Bureau of South and Central Asian Affairs, Office of Senior Coordinator for Afghan Relocation (SCA/CARE). The incumbent serves as a Data Management Specialist responsible for developing a comprehensive data management strategy in support of specialized data collection requirements across CARE's dynamic charter and complex relocation mission.
Duties
Leads development of long-term, strategic planning activities in collaboration with numerous resources to enable uniform, cross-team communication, timely delivery, and authoritative guidance that results in comprehensive data management within CARE.
Defines systems development and data management objectives, planning, designing, and carrying out the end-to-end process for building and managing CAREs primary Service Now case management system.
Ensures implementation of data management and systems enhancements as well as modernization efforts to enhance the security and integrity of relocation program data.
Collaborates and serves as CAREs primary liaison with other technical experts and professionals in the Department/ Interagency to ensure broader refugee data management needs are clearly understood and met with acceptable technologies and methods.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing data management and systems enhancements as well as modernization efforts through identification of emerging technologies.
Experience working with or leading changing/shifting/evolving policies and program requirements to enhance the security and integrity of program data in systems developed.
Experience advising senior management on integrating data analytics programs.
There is no substitute of education for specialized experience for the GS-15 position.
