Duties
As a Biologist your duties will include but are not limited to the following:
Serves in a technical staff assistance capacity to program or complex management relative to a wide range of topics and policies. Develops and/or reviews project study and investigation plans to ensure validity of experimental design, statistical rigor, and scientific merit. Assesses, develops, and analyzes project results, and guides the development of research and information gathering. Provides technical assistance on the design, implementation, analysis and reporting of field projects. Ensures that project designs meet identified study objectives, are statistically valid, and provide interpretations valuable to managers. Provides written recommendations to project leaders, technical project leads, and management.
Designs, plans, manages, lead, and conducts a wide variety of investigations, assessments or inspections involving complex biological, chemical, and physical processes. Examples include impacts of point and non-point source pollution, land and water resource development projects, studies to determine the status of populations of rare species, the development of comprehensive fish and/or wildlife mitigation or management plans, the review and assessment of proposals and/or license applications/renewals to determine their impact upon fish and/or wildlife resources and habitats, or the development and implementation of strategies to conserve and protect habitats and populations.
Identifies feasible alternatives to restore natural resources and habitats. Uses innovative and practical solutions to restore, replace or acquire the equivalent of injured natural resources in a variety of settings that will range from relatively pristine to highly degraded environments in a wide variety of land use settings, including rural lands and urban environments. Conducts site visits and studies as necessary to document pre- and post-restoration conditions and services provided.
Independently coordinates activities with involved agencies, researchers, and other stakeholders, including state and county officials, Native American tribes and special interest groups and or/ private organizations to identify and resolve technical and administrative issues of local and national significance.
Coordinates, collects and processes field data for analysis according to established procedures, as methods and techniques. Gathers, organizes, and interprets a wide variety of biological, ecological, pathological, public use data or other information pertinent to scientific studies. Conducts field experiments using a wide variety of data-collection systems and extracts and analyzes data from these systems. Deploys remote data-collection systems and manipulates and analyzes data from these systems. Modifies and adapts techniques, processes and procedures; assesses, selects and applies precedents; and recommends strategies and plans to overcome significant resource problems.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Only experience and education obtained by 08/09/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of education and experience: Courses equivalent to a major, as shown in 1 above, PLUS appropriate experience or additional education.
Minimum Qualification [GS-11]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Possess one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience may include: 1) Participate in investigations to determine the impact of various land and water development projects upon the fish and/or wildlife resources of an area; 2) Assist with species status summaries and assessments, conservation plans, environmental assessments, or other scientific documents related to management of endangered, threatened, or at risk species; 3) Conduct site visits and studies as necessary to document pre-and post- recovery activities conditions; 4) Develop and maintain effective working relationships and liaison with private landowners, tribes, other federal, state, and local agencies, and the public regarding habitat restoration; 5) Participate in implementation of federal environmental laws (i.e., Endangered Species Act, specifically sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues; and 6) Prepare briefing statements, reports, correspondence, and presentations. OR
Have completed three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that clearly demonstrates the knowledge, skills, and abilities necessary to do the specific duties of this position. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-12]: Possess one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience may include: 1) Lead investigations to determine the impact of various land and water development projects upon the fish and/or wildlife resources of an area; 2) Independently prepare species status summaries and assessments, conservation plans, environmental assessments, scientific manuscripts or other scientific documents related to management of endangered, threatened, or at risk species; 3) Extensive experience working with native fish, and aquatic communities and their conservation and recovery; 4) Lead negotiations for alternative actions when implementing federal environmental laws (i.e., Endangered Species Act, specifically sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues; and 5) Lead teams with diverse partnership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
