This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Management and Program Analyst, you will analyze the effectiveness and efficiency with which assigned Department of Energy organizations and their components carry out programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management.

Duties

As a Management and Program Analyst, you will: Provide technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy. Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a Department of Energy-wide functional program office with impact across field components. Analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Develop, manage, and maintain assigned programming data/information systems. Interprets, reviews, and analyzes broad policies, regulations, procedures, and system(s) requirements developed or issued by higher authority to determine their impact on operations of the assigned program or function and is responsible for their effective application, adapting and implement them as needed to reflect the needs of the assigned area.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Non-Critical- Sensitive and requires a security clearance at the “L” LEVEL. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Providing advice and guidance for improvements on policies; AND 2. Researching program related laws, regulations and guidelines to assist in creating organization or agency policies and procedures. GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Preparing reports of recommended approvals or changes on policies and procedures to improve operational weaknesses. AND 2. Performing formal and informal briefings and presentations to high-level management defending a position or to gain support from the audience. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
