This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Management and Program Analyst, you will analyze planning cost and schedule estimates to ensure compliance with established DOE guidance and other applicable regulations and requirements.
Duties
As a Management and Program Analyst, you will:
Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field component.
Consolidate data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
Foresee the pros and cons of alternative solutions and explains these to other program and management analysts.
Interpret, review, and analyze broad policies, regulations, procedures, and system(s) requirements developed or issued by higher authority to determine their impact on operations of the assigned program or function and is responsible for their effective application, adapting and implement them as needed to reflect the needs of the assigned area.
Provide advice and guidance for improvements and anticipates areas of concern.
Requirements

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Non-Critical Sensitive and requires a security clearance at the L-level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

- This position is not included in a Bargaining Agreement.
Qualifications
For GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting 1 of 2 of the following:
Supporting multi-appropriation programs, projects, and activities, as well as the effective integration of site planning or budget development.
Assisting senior analyst with analyzing project management and project execution activities (including earned value data) to ensure compliance such as established planning, project management, project execution policies, procedures and recommending corrective actions or improvements.
For GS-14: SPECIALIZED EXPERIENCE REQUIREMENTS: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting 2 of 3 of the following:
Analyzing life-cycle planning estimates for the preparation of multi-year budget plans or makes recommending for corrections or improvement.
Analyzing planning cost and schedule estimates to ensure compliance with established guidance and other applicable regulations and requirements.
Performing statistical analysis to determine potential impacts on future costs, schedule and funding requirements.
