This position is located at the US Mint, Manufacturing Dept, Budget & Accounting Division at the Denver location. The office is responsible for procurement operations at a multi-million-dollar industrial facility, requiring the acquisition of equipment (complex minting machinery), services, construction, and supplies.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Be sure all experience is documented in your resume by indicating place of employment, job title, length of time performing the duties, and the name and contact information for the supervisor. We must be able to verify this experience in your resume in order for you to receive credit. Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: - Contracting principles and procedures applicable to pre-award actions and contract administration sufficient to procure a variety of specialized supplies, services, and equipment; AND - Procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND - Contracting methods and contract types, such as fixed price or cost reimbursement, including required clauses and special provisions; AND - Contract writing systems, financial systems, or other electronic procurement databases and systems; AND - Procurement laws, regulations, policies, and procedures. Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: - Procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND - Contracting methods and contract types, such as fixed price or cost reimbursement, including required clauses and special provisions; AND - Contract writing systems, financial systems, or other electronic procurement databases and systems; AND - Procurement laws, regulations, policies, and procedures. OR You may substitute education for specialized experience as follows: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. OR You may qualify by a combination of experience and education. For the GS-11, graduate education in excess of the first 36 semester hours (54 quarter hours) is creditable. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: - Contract types, such as fixed price or cost reimbursement, including required clauses and special provisions; AND - Contract writing systems, financial systems, or other electronic procurement databases and systems; AND - Procurement laws, regulations, policies, and procedures. OR You may substitute education for specialized experience as follows: 2 full academic years of progressively higher-level graduate education leading to a masters or master's or equivalent graduate degree or LL.B. or J.D. OR You may qualify by a combination of experience and education. For the GS-9, graduate education in excess of the first 18 semester (27 quarter hours) may be combined to be considered for qualifying education. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11level for 52 weeks. For the GS-11 you must have been at the GS-9level for 52 weeks. For the GS-9 you must have been at the GS-7level for 52 weeks.

Education

Basic Requirement for Contracting Series (1102) at the GS-12 and below:

A. A 4-year course of study leading to a bachelor's degree with a major in any field.
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
or
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
However, employees must meet specialized experience requirements when seeking another position.

Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
