The primary purpose of this position is to serve as an all-source (e.g., Human Intelligence (HUMINT), Open-Source (OSINT), Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), and Measurement and Signature Intelligence (MASINT)) Collection Requirements Manager (CRM) within the Requirements Management Branch and embedded within the Counterterrorism, Cyber, Nation State Threats, or Transnational Border Security Center.
Duties
Collection Requirements Managers (CRMs) are responsible for drafting collection requirements, identifying and leveraging collection capabilities against analysis-driven information needs at the national, departmental, State, Local, Territory, Tribal, and Private Sector (SLTT-PS) levels; facilitating the development of Collection products (e.g., Strategies and Support Primers); and representing the Department's collection equities at Departmental and national level boards, committees, and working groups by providing input/support to other branches within CMD.

- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
Qualifications
Specialized Experience:
To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience gained in the Private Sector and/or State, Local, Tribal, or Territorial (SLTT) government organizations.
The applicant must have one year of specialized experience that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position specialized experience is defined as providing leadership updates and course of action recommendations while handling complex short suspense taskings. Additionally, the incumbent will be responsible for advising decision-makers on methods and procedures for improving collection management effectiveness, identifying areas for improvement, and potential conflicts arising from implementing new policies and procedures.
Qualifications and Evaluations: The competencies or knowledge, skills, and abilities needed to perform this job are:
Expert knowledge of collection management systems, processes, procedures and an understanding of the methods, capabilities, and limitations associated with HUMINT, OSINT, SIGINT, GEOINT, and MASINT collection.
Vast experience or knowledge in collection efforts in support of stakeholder mission needs as well as knowledge and understanding of the intelligence cycle and the role of collection management within the cycle.
To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Experience and demonstrated knowledge in collection management capabilities and/or processes.
Demonstrated ability to work in fast-paced environment.
Providing leadership advice on handling complex taskings to meet quick-turn deadlines.
Advising decision-makers on methods and procedures for improving the effectiveness of programs or administrative operations.
Vast knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community.
Advanced knowledge of intelligence collection disciplines, collection management processes, and collection assets, activities, and raw reporting.
*Substitution of education in lieu of specialized experience may not be used for this grade level.
You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to; OR A Ph.D. or equivalent doctoral degree; Three full years of progressively higher-level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt. positions only).
OR
A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education more than the first two years may be used to qualify for the GS-11 level.
Knowledge of established intelligence gathering and dissemination principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques.
Ability to make formal presentations and represent agency collection needs and equities.
Experience in participating in working groups with minimal supervision, including providing recommendations to goals and agendas, and documenting issues.
Skill in organizing and presenting collection and/or reporting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools.
Ability to communicate both orally and in writing in order to formulate and present collection management findings or programs.
You qualify at the GS-09 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to;
OR
Three full years of progressively higher-level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt. positions only); OR
