This position is located in NPS Regional Office Serving Interior Regions 6,7 and 8, in the Facilities and Lands Division.

Duties

The incumbent contributes to a program that provides technical support and guidance in the completion of the NHPA requirements for NPS planning and project actions throughout the region with expertise in NHPA Section 106 on the identification, evaluation, and protection of historic resources. The person in this position establishes and refines the process for incorporating Section 106 compliance as an integrative planning tool in regional project processes, and provides oversight, review, guidance, and policy direction for all NPS actions, plans, and projects in the areas that require consistency with Departmental or Service environmental and cultural resources laws, regulations, and directives designed to protect nationally significant resources. The incumbent also provides process oversight for multiple fund sources (Legacy Restoration, Line Item Construction, Repair/Rehab, FLREA, etc.) program compliance coordination that has specific implications for historic properties. The work, though primarily focused on park cultural resource management, involves projects, programs, and actions which can have widespread impact and affect the planning and operations of both parks and partner sites.

BASIC EDUCATION REQUIREMENT: In addition to the above minimum qualifications requirement, all applicants must meet the additional basic education requirement for their discipline: 0170, 0807, 0808, or 0193. HISTORIAN 0170: A. a bachelor's or higher degree in history; or related field that included at least 18 semester hours in history. B. a combination of education and experience that includes courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. ARCHEOLOGIST 0193: A. a bachelor's or higher degree that included required course work. See full qualifications here: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0100/archeology-series-0193/ B. a bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline that may be accepted as satisfying the full educational requirements (the curriculum supplied academic course work sufficiently similar to the requirements in A, including archeological field school). C. a combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described in A or B above, plus appropriate technical experience or additional education. D. four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. My experience included archeology field experience, which may include that gained in an archeological field school. My field experience included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. (Applicants with such field experience should, after additional experience under the direction of a higher level archeologist be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.) LANDSCAPE ARCHITECT 0807: A. possess a bachelor's or higher degree in landscape architecture or landscape design. B. a combination of education and experience that includes 1 year of experience for each year short of graduation, under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. ARCHITECT 0808: A. a bachelors or higher degree from an accredited college or university in architecture; or a related field that included 60 semester hours of course work in architecture or related disciplines, of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. B. possess a combination of education and experience, college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction of improvement of buildings. Registered to practice architecture by one of the State registration boards, using standards in compliance with the basic minimum provisions recommended by the National Council of Architectural Registration Boards. You must upload a copy of your license/registration at time of application. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include duties such as: managing national historic preservation programs, including National Historic Landmark and National Register of Historic Places Programs; planning and implementing historical studies relating to cultural resources; providing professional judgment on historical issues; working on complex historical projects related to historic properties; carrying out compliance with Section 106 of the National Historic Preservation Act; applying landscape architect or architect theories, principles and concepts for historic preservation, rehabilitation and restoration projects on buildings, sites, structures and landscapes including applying the Secretary of the Interior's Standards for the Treatment of Historic Properties; providing policy direction, professional leadership, guidance, and expertise in historic preservation and cultural resource management; coordinating and consulting with tribes and State Historic Preservation Officers on matters related to proposed agency actions. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
