Duties
Duties are listed at the GS-13 level:
Leads agency's overall program for historical studies and research and the History Program.
Researches, collects materials for, and writes reports and studies documenting agency's technological/historical achievements and to write contexts to support streamlining of cultural resources compliance.
Prepares reports to the Commissioner on the History Programs.
Provides expert advice and testimony on the history of agency projects and related operational issues.
Prepares reports and briefings, as necessary, to keep the Commissioner, Deputy Commissioners, MAPO Director, Division Manager and the Federal Preservation Officer (FPO) informed of agency-wide History program issues, policies and assessments.
Performs other related duties as directed including special assignments made based on the personal capabilities of the incumbent, which utilize his/her ability to perform in multiple areas of project development activities.
Develops and conducts agency-wide training programs to ensure agency-wide consistency in policy and program implementation; ensure conformance with laws, regulations, and other requirements; and implements effective business practices and procedures for the History program.
Qualifications
In order to qualify for this position, you must meet BOTH the Basic Qualification Requirement and the Additional Qualification Requirements for the grade level described below. Your resume must clearly describe your relevant experience.
BASIC QUALIFICATION REQUIREMENT
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a degree in history; or related field that included at least 18 semester hours in history.
OR
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

ADDITIONAL QUALIFICATION REQUIREMENT
In addition to the basic education requirement and to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the following for the GS-13 Grade:
To qualify at the GS-13: you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience : using historical method and theory and cultural resource management to provide professional historical consultation and advice; AND applying history or historic preservation-related statutes and regulations; AND performing historical research and reporting, research design, and overall research management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/02/2024.
Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. For additional info, refer to the

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
