This position is located in the Executive Office of the President, Office of Administration, Office of the Chief People Officer, Talent Acquisition, Recruitment and Staffing Division. The incumbent will serve as a Senior Human Resources Specialist providing the full range of advisory services to management officials and executing a wide range of recruiting and staffing activities for components of the Executive Office of the President.

Duties

As a Human Resources Specialist (Staffing) (OPEN CONTINUOUS), GS-0201-12/13, your typical work assignments may include the following: Provides recruitment and placement support services. Reviews requests for personnel actions to determine nature of actions (e.g. merit promotion, external recruitment, noncompetitive appointment, career program, etc.). Develops and administers various special programs related to staffing to include Student Employment Programs, disabled employee recruitment, briefing at various pre-retirement and newcomers orientations, etc. Prepares or completes necessary documents and case files on personnel actions. Manages and maintains full visibility over all RPAs and provide advice/assistance in all stages of the recruitment process. Assembles preemployment information for employees and provides orientation to new employees. Responds to customer inquiries on such matters as procedures for filing applications, status of recruitment, kinds of vacancies, etc. Level of responsibility and supervisory review may differ based on the grade level selected.

  • Must be determined suitable for federal employment.
  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • The agency requires 30 days on site before being eligible to participate in the telework and/or alternate work schedule program.
  • Relocation expenses will not be paid.
  • Obtain and maintain within six months of employment the following certification: Office of Personnel Management Delegated Examining (DE) Certification

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Providing guidance to hiring officials on Recruitment, Staffing, and Placement Programs including special appointing authorities in the Competitive and Excepted Services. 2) Preparing job opportunity announcements for various positions to rate applicants and issue referral certificates and 3) Utilizing automated tools and processing guides to code personnel actions. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Providing advisory services and technical guidance to management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs. 2) Providing guidance to hiring officials on Recruitment, Staffing, and Placement Programs including special appointing authorities in the Competitive and Excepted Services. 3) Conducting job analysis to prepare job opportunity announcements for various positions to rate applicants and issue referral certificates and 4) Utilizing automated tools and processing guides to initiate and code personnel actions. DCPDS and USA Staffing experience preferred. Delegated Examining Certification preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
