This position is in the Collection Management Division (CMD) Functional Management Branch, Office of Intelligence & Analysis (I&A) within the U.S. Department of Homeland Security (DHS).

Duties

MAJOR DUTIES

Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Overtime may be required in response to a significant event.

Qualifications

Specialized Experience: GS-13: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that included: coordinating with internal and external stakeholders to obtain cooperation and support or resolve collection, collection management and information sharing problems; communicating with partners to identify intelligence priorities and requirements; and evaluating collection and program operations for improvement. The competencies or knowledge, skills, and abilities needed to perform this job are: Expert knowledge of the National Intelligence Community and associated operations, missions/functions, and inter-relationships. Knowledge of Department of Homeland Security component missions, functions, and authorities. Expert knowledge of intelligence collection disciplines, collection management processes, and collection assets, activities, and raw reporting. Vast knowledge of Intelligence Community functional management forums, processes, and coordination. Expert in making formal presentations and representing agency needs and equities. Strong customer service and interpersonal skills to develop and/or maintain effective working relationships with both internal and external customers. Skill in managing working groups including identifying goals, creating agendas, achieving consensus, and documenting issues. Strong ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel. To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as: Vast knowledge of the National Intelligence Community and associated operations, missions/functions, and inter-relationships. Vast knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community. Advanced knowledge of intelligence collection disciplines, collection management processes, and collection assets, activities, and raw reporting. Intermediary knowledge of Intelligence Community functional management forums, processes, and coordination. Expert in making formal presentations and representing agency collection needs and equities. Strong customer service and interpersonal skills to develop and/or maintain effective working relationships with both internal and external customers. Experience in managing working groups including identifying goals, creating agendas, achieving consensus, and documenting issues. Ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel. To qualify for the GS-11 level, you must possess at least one year of the following: specialized experience equivalent to the GS-09 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as: Intermediate knowledge of the National Intelligence Community and associated operations, missions/functions, and inter-relationships. Advanced knowledge of DHS I&A homeland security intelligence mission and the relationship between DHS, State/Local governments, and the Intelligence Community as it pertains to collection management. Advanced knowledge of intelligence collection disciplines, collection management processes, and collection assets, activities, and raw reporting. Knowledge of Intelligence Community functional management forums, processes, and coordination. Ability to make formal presentations and represent agency collection needs and equities. Experience in participating in working groups with minimal supervision, including providing recommendations to goals and agendas, and documenting issues. Ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel.
