About the Position: Serves as Contract Specialist responsible for the full range of pre-award, post-award procurement functions in support of the national defense mission. You may be required to obtain and maintain a contracting warrant, authorizing signature & the full range of responsibilities that accompany contracting officer duties.
Duties
Serving as a Contracting Officer with unlimited signature authority; You may be required to obtain and maintain a contracting warrant.
Present Request for Proposals (RFP) or Requests for Quotations (RFQ) to Solicitation Review Board for review, discussion, and recommendations.
Perform contract administration such as incremental funding, preparation of rate and cost adjustments, coordination of time extension, incorporation of change orders, approval of progress payments, contract closeouts, etc.
Manage the disposition of protests, contract claims, and appeals.
Utilize contract termination techniques to amend, negotiate and administer any changes needed for final close out of contracts.
Monitor of Government property reporting to include approval of progress payments, final payment, and contract closeout.
Evaluate contractor proposals for leading entire negotiations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1.) Conducting negotiations through all levels of major systems contracts from solicitation through post-award; 2.) Performing price/cost analysis to evaluate proposals/bids to achieve a total result of a price that is fair and reasonable; AND 3.) Advising project personnel on implementing corrective actions for complex procurement issues related to time frames of contract milestones/schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Basic Qualification Requirements for Contracting Officer Positions:
1.) have at least two years of experience in contracting positions; and
2.) have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving.
Certification at this level is sufficient to meet this standard.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
