This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position Title dependent upon grade. WG-10: High Voltage Electrician WG-08: High Voltage Electrical Worker WG-05: High Voltage Electrical Helper

Duties

At the full performance level, WG-10, you will provide a wide variety of High Voltage Electrician duties in support of the Cape Cod Canal Field Office, the New Bedford and Fox Point hurricane barriers such as: Perform the full range of work involved in the maintenance, installation, and repair of overhead and underground electrical power, and distribution systems with voltages ranging from 120 volts to 25 Kilovolts. Operate flood control pumps, pump stations, river gates, cooling water gate generators, standby generators, and appurtenant equipment. Perform troubleshooting and repairs on electrical/mechanical equipment associated with flood control pumps, as well as sector, conduit, river, and cooling water gates. Perform other electrician duties as needed on installation buildings and structures. Test and maintain liquid propane, gasoline, and diesel generators for proper electrical output. Replace, install and/or repair poles, cross arms, transformer racks and hangers, insulators, breakers, fuses, primary and secondary conductors, transformers, brackets and braces, guy wires or anchors, switch gear, and/or meters. Operate work truck (Digger Derrick) with a winch and power takeoff, post hole digger, aerial boom, and related equipment. Use a variety of electrical testing instruments to correctly diagnosis and correct any electrical and circuit malfunctions. Install and maintain street lighting circuits, lamps, and related hardware. Operate and run load tests on transformers, switchgear, battery banks, and control panels.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment drug testing. This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical under the Department of the Army Drug-Free Federal Workplace Program.
  • This position requires successfully passing a pre-employment physical examination by a certified medical professional in order to perform the physical requirements of this position.
  • This position requires the possession of a commercial driver’s license (CDL) or the ability to obtain a CDL license within 9 months of employment, and to maintain the CDL license.
  • Incumbent is required to operate an electrical maintenance vehicle of 32,000 pounds gross weight. Promotion to the WG-2810-10 High Voltage Electrician level will not take effect until incumbent obtains and maintains a CDL.
  • Once CDL is obtained this position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • This position requires the possession of the 1C/2A Massachusetts Hoisting license or the ability to obtain and maintain it within 9 months of employment.
  • Promotion to the WG-2810-10 High Voltage Electrician level will not take effect until incumbent obtains and maintains a 1C/2A Massachusetts Hoisting License.
  • Protective devices such as, but not limited to, ear plugs, safety glasses, respirators, gloves, hard hat, and safety shoes are required.
  • Relocation/Recruitment/Retention Incentives MAY BE authorized.
  • PCS/Moving Expenses are NOT authorized.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): WG-05: Ability to do the work of a High Voltage Electrician Helper under close supervision. I can perform the work of a High Voltage Electrician Helper under close supervision to include tasks such as: ordering of required parts; identify faulty parts or systems; and/or create a plan for repair. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating. WG-08: Ability to do the work of a(n) High Voltage Electrician Worker ~ I can perform the work of a High Voltage Electrician Worker under close supervision to include tasks such as: performing basic electrical repair work; following blueprints or instructions for common electrical maintenance tasks; and/or applying electronic principles to installation of electrical equipment. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating. WG-10: Ability to do the work of a(n) High Voltage Electrician ~ I can work with voltages ranging from 120 volts to 25 kilovolts, troubleshooting existing electrical lines, circuits, systems, fixtures, controls, electrical/mechanical equipment, programmable logic controller install/replace breakers, transformers, brackets, and related equipment. I have the ability to operate a truck with aerial boom and post hole digger and related equipment. I work without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating. Selective Placement Factor: This position requires the possession of a Massachusetts State Journeyman Electrician License and/or a Massachusetts State Master Electrician License. (WG-10 ONLY) Physical Effort: High Voltage Electricians frequently perform moderately heavy lifting, pulling, and carrying of equipment and material weighing up to 18 kilograms (40 pounds) and occasionally, they lift or pull heavy cables and equipment weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. They use block and tackle, pulleys, or other lifting devices. They crouch, stand, kneel, and stoop while installing, repairing, or testing electrical equipment in confined spaces such as enclosed switch gear, or in structures such as overhead bus and conduit assemblies. Workers at the grade 8 level work above ground from aerial bucket trucks and poles, at ground level, and in trenches, or manholes. Work requires bending, stooping, climbing, and standing for long periods while installing, repairing, and testing electrical equipment in manholes and on overhead distribution lines. Working Conditions: High Voltage Electricians work indoors and outdoors. They are exposed to danger from explosions of equipment and cables in manholes and vaults, as well as danger from high voltage electrical shock, burns from solder, broken bones, cuts, and bruises. They are exposed to heat and noise when working in substations or power-generating facilities, to extremes of weather when working outdoors, and to unpleasant odors and wet slippery surfaces when working in manholes. They are subject to electrical burns while working around high voltage electrical lines, broken bones from falls from poles, and strains from awkward work positions. They are exposed to chemicals such as insulation oil from transformers and oil switches. They use protective devices such as earplugs, safety hats, and nonconductive gloves and footwear.
