This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Cincinnati, OH VA Medical Center is recruiting for a full time Licensed Professional Mental Health Counselor to serve as a Local Recovery Coordinator (LRC) this position is located in the Mental Health Care Line and serves to assist in implementation of policies and procedures from the National Recovery Coordinator (NRC). Duties and responsibilities include but not limited to: Provides training and consulting with facility leadership, staff, veterans and family members regarding recovery-oriented services and the transformation of VHA mental health services. Facilitates the integration of recovery-oriented services across all mental health programs in VA Medical Centers and Community Based Outpatient Clinics to help ensure that Veterans have access to services (e.g., peer support, family services, Psychosocial Rehabilitation and Recovery Centers, skills training and therapeutic and supported employment programs) Assists with the implementation of policies and procedures related to mental health recovery and psychosocial rehabilitation. Collaborates through the LRC Community of Practice to share innovative and best practices across facilities, to assist with new or changing initiatives, directives, priorities, and metrics. Collaborates with the VA medical facility Inpatient Mental Health Program Manager, develops a local Standard Operating Procedure addressing the education, staff training and implementation of recovery-oriented care on the inpatient mental health unit. Supports periodic climate assessments and observations of staff interactions with Veterans in the milieu. Reviews policies, procedures, staff trainings, Veteran treatment materials, and other components of Inpatient Mental Health Services at least annually. Collaborates with the local mental health executive committee in the development and implementation of a multi-year local plan to bring about a recovery-oriented continuum of mental health care in which there are strong partnerships between VHA MH leaders, clinicians, veterans, and family members. Consults with MH Chief or program directors on filling peer specialist positions and serves as a consultant to peer support specialists. Assists with VA regional or local recovery oriented trainings, meetings, conferences, community outreach events, including the annual Cincinnati VA Mental Health Summit. Serves as a MH Liaison to the facility Veteran Mental Health Council and supports inclusion of Veterans voice in leadership decisions related to mental health care. Provides an annual report on implementation progress to the VISN RC and the NRC; other reports will also be prepared as requested. Meets monthly via conference call and works collaboratively with other VISN LRCs to coordinate a network response to recovery implementation and implementation of CO policies and procedures related to recovery. Participates in assigned facility MH leadership meetings and policy planning groups. Exemplifies high-level awareness of and sensitivity to the intersectionality of mental illness and health disparities. May represent the Medical Center or Healthcare System at professional/program community group/events and committees. Serves as Champion of Recovery as "upstream suicide prevention" in all levels of care. Identified as the facility POC for SMITRECC "SMI Re-Engagement Project". Completes other duties as assigned by Supervisor to support Veteran/Family Mental Health and Well-being Participates in direct clinical services within PRRC/Special Services and other Clinical Duties as Assigned. LRC is expected to maintain current knowledge of published research findings that are relevant to Recovery Oriented/Whole Health Care and support outreach efforts Provides a full range of empirically supported/evidenced based treatment services including Suicide Risk Assessments and Safety Planning. LRC provides education to patients, family members, and significant others. Provides comprehensive, evidence-based mental health assessments. Provides consultation to professional staff and to community providers concerning clinical assessment findings and appropriate treatment plans for patients. Develops, implements, and documents the mental health treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. Grade Determinations: Creditable Experience Knowledge of Current LPMHC Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities associated with current mental health counseling practice. Experience satisfying this requirement must be active professional practice at the post- master's degree level, which is paid/non-paid employment as a professional mental health counselor. Quality of Experience. Experience is only creditable if it is post- master's degree experience as a mental health counselor directly related to the position to be filled. Qualifying experience must be at a level comparable to LPMHC experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Part-Time Experience. Part-time experience as a LPMHC is creditable according to 4 its relationship to the full-time workweek. For example, a LPMHC employed 20 hours a week, or on a 1/2-time basis, would receive one full-time workweek of credit for each two weeks of service. Fellowships or Post-Graduate Training. Fellowship and post- graduate training programs are typically in a specialized area of clinical practice, i.e., mental health counseling. Training as a fellow or post-graduate may be substituted for creditable experience on a year-for-year basis. Practicum in a VA Setting. VHA practicum experience may not be substituted for experience, as the practicum (field placement) is completed prior to graduation with a master's degree in mental health counseling or related field. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex LPMHC experience equivalent to the GS-11 grade level. Senior LPMHCs must have five years of post-licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs. Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Preferred Experience: Recovery Oriented Care References: VA HANDBOOK 5005/106 The full performance level of this vacancy is 12.
