The Cincinnati VAMC is currently seeking a Licensed Professional Mental Health Counselor (LPMHC) to serve as a Program Manger for the Workplace Violence Prevention Program (WVPP).
Duties
The Program Manager is responsible for the administrative and clinical aspects of the Workplace Violence Prevention Program (WVPP) including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA).
The incumbent has responsibility for coordinating the inter/multidisciplinary Behavioral Threat Assessment Teams including the DBC and the ETAT and thus demonstrates experience in leading diverse and interdisciplinary teams.
The Program Manager is responsible for informing and writing policies, procedures, and program guidelines in the development, planning, operations, and continuous performance improvement of all components of the WVPP at the CVAMC. The Program Manager is expected to adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. The Program Manager must form and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to promote the safety of beneficiaries and personnel of the CVAMC. The incumbent collaborates effectively with the facility's Executive Leadership, VA Police, the VA Office of Inspector General, the national WVPP Office, and other key stakeholders on an ongoing basis.
As a senior clinician, the Program Manager is responsible for maintaining proficiency in current evidence- based behavioral threat assessment and management practice, and overseeing the day to day business of the inter/multidisciplinary committee that reviews incidents of Patient-Generated Disruptive Behaviors and Visitor-Generated Disruptive Behaviors. This role involves conducting and delegating the following: behavioral threat assessments to inform recommendations for individualized risk management strategies; consulting with VA Providers, clinical staff and DBC and ETAT members; informing and providing risk relevant clinical interventions in cases of disruptive or violent behavior history; providing and overseeing education to staff; providing timely and accurate responses to action items and recommendations made by the DBC; and ensuring ongoing training of team members in evidence- based threat assessment and threat management practice.
Duties and responsibilities include but not limited to:
Knowledge of and ability to diagnose psychological and behavioral disorders with appropriate
assessment techniques. This particular position requires training and competence in the assessment and management of common Post-Deployment concerns within the Post-911 Combat Veteran Population, including Post-Traumatic Stress Disorder (PTSD) and associated conditions. Competence and advanced training is expected in cognitive-behavioral interventions and/or Evidence-Based Psychotherapy (EBP). Experience with OIF/OEF veterans is strongly preferred.
Ability to develop a coherent assessment strategy to evaluate and recommend optimal empirically-derived and evidence-based treatment of PTSD is essential.
Provide consultation and mental health referral recommendations for Post-911 Combat veterans.
Assists the ACOS for Mental Health in the design, development, and implementation of clinical programs for the Veteran population served.
Adheres to operational policies and procedures for health care as directed by the Medical Center and Psychology Service management
Assists the ACOS for Mental Health in the execution of ongoing program evaluation and data- driven quality improvement projects to monitor the effectiveness of the clinical program.
Facilitates liaisons with other health care programs in order to effectively coordinate services.
Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.
Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes).
Attends and participates in administrative and informational meetings held by the Mental Health services.
Attends relevant Psychology Service and MH&BSS meetings and complies with quality review procedures.

Qualifications
BASIC REQUIREMENTS. The basic requirements for employment as a LPMHC are prescribed by statute in 38 U.S.C. 7402(b)(11). To qualify for appointment as a LPMHC all applicants must:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS0101 LPMHC occupation and may result in termination of employment
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-13 Licensed Professional Mental Health Counselor (Program Manager)
Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

The full performance level of this vacancy is GS11. This position will be filled at the GS13.
