THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST, PD Number D1911P01 and is part of the RI Joint Force Headquarters. The purpose is to establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements and make the ARNG more efficient with respect to time spent monitoring subordinates' actions.
Duties
Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency.
Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.
Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives. Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.
Performs other duties as assigned.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. Must be a current Soldier of the Rhode Island Army National Guard.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Participation in direct deposit is mandatory.
- Incumbent must be able to obtain a secret security clearance.
- Extensive travel is required to perform duties throughout the state.
- Proficient in logistics Standard Army Management Information System (STAMIS).
Qualifications
Military Grades: E4 through O3
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
Education
Education cannot be used as a substitution to qualify for this position.
