The Domestic Violence/Intimate Partner Violence Assistance Program Coordinator (DV/IPVAP) is a Social Work Program Coordinator whose primary responsibilities are to provide clinical evidence based services including, assessments and interventions; program development; Veteran, family, Caregiver and staff education on domestic violence and intimate partner violence (DV/IPV); community outreach; resource development; continuous quality improvement activities; and evaluation/consultation.

The Social Worker (Program Coordinator):
is administratively responsible for the clinical programming and daily operations of the program.
develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use.
may be responsible for the program's budget and various control points assigned to the program within the assigned areas.
manages and controls the use of data related to these programs regarding day to day functioning and program evaluation.
(in conjunction with the Service Chief), plans, organizes and directs administrative, operational, Veteran and personnel activities for the service.
functions in support of Veterans, family members, and Caregivers throughout the medical center and in community settings.
is responsible for establishing partnerships with the Workplace Violence Prevention Committee, the Disruptive Behavior Committee, Employee Assistance Program and Employee Health Department to establish services for employees who experience and/or use violence.
is responsible for developing and establishing linkages and collaborates on the VA Domestic Violence/Intimate Partner Violence Assistance Program efforts with community healthcare and social service agencies.
is administratively responsible and accountable for the clinical and program development and effectiveness of the facility Domestic Violence/Intimate Partner Violence Assistance Program.
develops and implements the Domestic Violence/Intimate Partner Violence Assistance Program specific to their area of assignment and insures compliance and collaboration with local facility and the VA Central Office Domestic Violence/Intimate Partner Violence Assistance Program initiatives.
provides crisis intervention services, seeking to address the cause as well as the presenting complaint, coordinates family conferences and serves as liaison to family members.
maintains knowledge of Suicide Prevention policy and procedure, recognizes warning signs for suicide ideation or recent self-directed violence, and utilizes the identified screening tools to assess suicide risk.
develops and implements a plan to conduct universal screening at the main VA facility and at each of the community based clinics that addresses the importance of sensitivity and confidentiality, and gender-specific concerns.
maintains documentation of screening of veterans aggregated by gender.
collaborates with the Patient Aligned Care Team (PACT), Mental Health and Geriatric Primary Care clinicians to provide Veteran and staff education on domestic violence/intimate partner violence. Coordination includes hands-on support group work involvement, and training of patient aligned care team clinical social work staff in the development and facilitation of such groups.
creates educational tools, develops programs and implements training focused on specific DV/IPV needs/issues.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Education: You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
License or Certification - You must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply:
1. Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
2. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels.
3. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
4. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
5. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Grade Determinations:
Social Worker (Program Coordinator) Quals GS-0185-12
Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Experience Requirement: You must possess one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Examples of specialized experience at the GS-11 include, but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence; use of clinical social work skills; maintaining patient privacy and confidentiality per policies, handbooks or directives; acting as an advocate with appropriate community service providers and agencies when it serves the best interest of the patient and family members/caregiver; independently assessing the psychosocial functioning and needs of patients and their family members, identifying the patient's strengths, weaknesses, coping skills, and psychosocial acuity.
In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
- Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
- Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
- Ability to supervise multidisciplinary staff assigned to the program.
- Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
- Ability to provide training, orientation, and guidance within clinical practice.
Preferred Experience:
- Knowledge in crisis intervention, seeking to address cause of the presenting problem, coordinate family conferences and serve as a liaison to family members.
- Ability to coordinate and/or integrate into IDTTs of various VA programs: (Patient Aligned Care Team, Caregiver Support, Health Care for Homeless, etc.)
- Create education tools: develop and implement training focused on domestic violence, intimate partner violence for in-service to VA, non-VA staff, stakeholders.
- Build rapport and community partnerships to build community resources for Veterans and staff who experience
- Certification in Case Management is preferred, not required.
- Certification in Clinical Supervision is preferred, not required.

- provides education and in-service training to VAMC employees, Veterans, families and Caregivers.
- provides ongoing consultation and support to colleagues regarding DV/IPV assistance.
- develops and facilitates support groups (face-to-face, audio, or video) and educational programs.
- distributes educational materials provided by VA, local, state and national DV/IPV organizations.
- (in collaboration with the with other clinical staff and program managers), establishes a DV/IPV protocols (resources, education and training) sensitive to the issues of those who experience as well as those who use DV/IPV.
- interviews veterans and their family members/significant others to establish facts about the veteran's situation, presenting problems and their causes, and the impact of such problems on veteran's functioning and health as part of a comprehensive psychosocial assessment.
- interprets and explains VA's treatment and benefit programs.
- reviews all data, subjective and objective, and makes a clinical assessment, identifying needs and strengths. Effectively uses professional skill, objectively and insight.
- uses advanced clinical training, insight and experience to interpret data and to identify viable treatment options.
- assesses high risk factors, acuity and need for services.
- participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions.
- advises and collaborates with interdisciplinary teams throughout the medical center on domestic violence/intimate partner violence (DV/IPV) issues.
- conducts Veteran, family, Caregiver and VA employee interventions to facilitate the identification of DV/IPV, psychiatric illness, emotional distress and social needs as treatment issues. Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with clients.
- provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs.
- (f appropriate), provides referrals or consults, or in some cases direct admission of a Veteran to other VA programs including but not limited to the Domiciliary, Inpatient psychiatric treatment, Inpatient Substance Use Treatment Program, Community Residential Care Program, Respite Program, Community Health Care Coordination Program, Hospice, Home Based Primary Care, Telehealth and Community Nursing Home Program.
- administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence.
- develops and implements information systems to track service activities including visits, referrals, demographics, equipment utilization and Veteran satisfaction.
- develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
- serves as the major consultant for information on negotiating the complex processes Veterans, their families, Caregivers and VA employees encounter when interacting with government and community agencies.
- stays abreast of current federal and state legislation directed at Veterans, their family members, caregiver and/or VA employees who experience DV/IPV and/or use DV/IPV.
