The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. Apply budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's mandatory benefits accounts; use basic guidelines; and to become familiarized with the particular programs, systems, procedures, functions, and structure of the employing facility/organization.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Provide advice and guidance to program and line managers on the interpretation of budget estimates and the formulation of budget requests. Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment, and allotment stages. Review short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of congress. Review operating plans for conformation with established policies, plans, and objectives. Evaluates operating plans for reasonableness of workload, obligations, and outlay data. Ensures that monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments. Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems. Prepares special analyses, studies, and reports as requested by the supervisor and higher authority. Initiates, develops, and conducts special studies relating to facility business lines and ancillary program accounts. Review initial budget submissions to ensure that planning guidelines are followed and the estimates for the fiscal programs are in line targets. Work schedule: Monday - Friday, 8:00am - 4:30pm,subject to change based on the needs of the facility Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience following budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates. Skilled at applying commonly used budget and finance principles, practices, and methods of funding. Experience in making determinations on funds being used in a timely manner to support the installation's mission and objectives. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One (1) full year of graduate level education directly related to the position. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] OR Superior Academic Achievement (SAA): at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:1. Rank in the upper one-third of your class in the college, university or major subdivision.2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
