The Budget Analyst plans, organizes and carries out annual and multi-year budgeting in support of SCVAHCN;Provides expert advice on all phases of appropriated fund budgeting to Medical Center Directors and their subordinate budget staff.
Duties
Duties of this position include, but are not limited to:
Formulating budget estimates for multi-year health programs, as well as personnel, facilities, and equipment required to administer them.
Reviewing, analyzing, editing and consolidating budget submissions from medical centers within the VISN.
Developing detailed strategy and background documentation for presenting the VISN budget to VA Headquarters and the Office of Management and Budget.
Preparing analysis and reports for submission to VA Headquarters relative to SCVAHCN funding needs and/or excesses for all programs, both current and proposed.
Studying usage of funds and preparing cost comparisons for the Network Director.
Work Schedule: Monday thru Friday (8:00 am to 4:30 pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education s described below:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Interpreting complex legislative and regulatory policy guidance to determine the effects on a healthcare system budget and provide advice to budget and management personnel.
Identifying and analyzing budgetary problems and developing alternative solutions.
Utilizing various software programs finance and budgeting to perform analyses and prepare reports.
Providing assistance to officials and managers with regard to funding, the control of funds and allotment procedures.
Applying the expert ability to manage time, balance priorities, and to work effectively under the pressure of tight timeframes and changing conditions.

Physical Requirements: The work of the Budget Analyst is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation.
