The Supervisory Transportation Assistant is responsible for the daily operation and long-term management of the Beneficiary Travel Office (BT) and for ensuring the service supports the demands of a quality health care environment. .The primary purpose of this position is to supervise the BT section which is responsible for processing travel reimbursement claims filed by the Veteran enrollees within the Milwaukee VA catchment area.

Duties

This position is located at the Clement J. Zablocki VA Health Care System (HCS), Milwaukee, WI (695) - a Level 1a Complexity VHA Facility and is organizationally aligned under the Veterans Transportation Program (VTP) and reports directly to the Mobility Manager. This is a national program initiated by the Chief Business Office (CBO) of the Veterans Health Administration. The VTP is comprised of three areas; Veteran Transportation Service,Beneficiary Travel Program, and Patient Transport Team. The primary purpose of this position is to Supervise the Beneficiary Travel Office (BT). The section is responsible for processing travel reimbursement claims filed by the Veteran enrollees within the Milwaukee VA catchment area The encumbent routinely collaborates with the VTP Mobility Manager for workload forecasting, scheduling design, procedure development,and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the BT Office. The coordination of travel functions is multifaceted and diverse. The four major areas of responsibility are: (1) program management; (2) supervision; (3) administration of community development; (4) development and direction of facility transportation. The incumbent must have knowledge of clinical services, related software and programs as they relate to clinical computing and office automation. Duties: Evaluates performance by staff and completes documentation during the mid-term of the fiscal year, and at the end of each rating period. Interviews new employees, recommends appointment, evaluates, and approves promotion, and makes judgment on reassignments based on workload. Plans, directs, and manages the program(s) under the direction and guidance of a Manager. Surveys and evaluates the program(s) operations to access compliance with applicable regulations, policies, and procedures Provides administrative support and clerical assistance to employees regarding leave, training, and personal issues. Assigns workload to staff based on priorities, time frames, and capabilities of the employees Uses MS Word, Excel and Office, or other compatible software programs to generate reports, determine costs, prepare budge forecast, etc. Develops educational programs such as training materials, travel trainer program, and community forums. Provides advice, counsel, and instructions to employees on work and administrative matters. Correctly determines eligibility for the program; processing requests. Processes Beneficiary Travel claims timely and accurately. Writes or selects appropriate letters explaining disposition of unauthorized travel claims. Exhibits high level of customer service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. NOTE: This is an open continuous announcement. The initial cut-off date for referral of eligible applications will be August 9, 2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position require some mobility between various clinic areas in separate building location sites, but generally the job is sedentary with some standing, stooping, reaching, and lifting up to 20 pounds. The employee is required to work with computer equipment at least 75% of the time.
